Launching key driver projects

The Northwestern Urban Area, Resort Tourism and Sports Services Project in Điện Biên Phủ ward was one of two key projects officially launched during the 2026 Investment Promotion Conference. The project is developed by Green City Development Joint Stock Company, a member of Vingroup, and is strategically located between Điện Biên Phủ ward and Thanh Nưa commune. It is planned under the model of a “city within a city,” integrating residential areas, tourism, commercial services, and modern sports facilities.

Covering approximately 228 hectares with a total estimated investment of more than VND 23.66 trillion, the project is expected to accommodate around 12,000 residents. Its highlights include a large scale sports complex featuring a standard 18-hole golf course, nearly 1,000 villas, close to 1,900 townhouses, synchronized utility systems, and nearly 10 hectares allocated for social housing. This is the largest modern urban development project ever implemented in Điện Biên province.

The project is expected to create a new urban landscape, stimulate local socio-economic growth, generate employment opportunities, and improve living standards for local residents.

Lò Văn Thính from Phiêng Ban village, Thanh Nưa commune, shared: “Local people are very excited to see major projects and major investors coming to our area. We hope the project will be implemented soon to create more jobs and stable income for residents. Once completed, it will certainly transform local infrastructure and open up many development opportunities for people in the region.”

Immediately after the 2026 Investment Promotion Conference, Điện Biên province swiftly directed departments and agencies to implement synchronized solutions to accelerate the progress of key projects. Recently, provincial Party Secretary Trần Tiến Dũng chaired a meeting of the provincial Tourism Development Steering Committee to review and direct the implementation of two strategic projects: the Điện Biên Phủ Cable Car Complex Combined with Cultural and Historical Tourism Project and the Northwestern Urban Area, Resort Tourism and Sports Services Project in Điện Biên Phủ ward.

Accordingly, the provincial People’s Committee is reviewing and adjusting implementation plans by specifying timelines, assigning clear responsibilities, and carrying out multiple tasks simultaneously to ensure project progress. Relevant agencies are focusing on resolving issues related to land allocation and site clearance. At the same time, Điện Biên Phủ ward, Thanh Nưa commune, and Mường Phăng commune are urgently preparing resettlement plans for households affected by the projects.

Nguyễn Hữu Hiệp, Secretary of the Party Committee of Thanh Nưa commune, stated: “More than 160 hectares of land within the Northwestern Urban Area, Resort Tourism and Sports Services Project are located in Thanh Nưa commune, and over 55 hectares have already been cleared. The commune has organized meetings with residents to identify and agree on resettlement locations. In the coming period, the locality will coordinate with investors to conduct land measurements, prepare cadastral records, and clearly define boundaries for affected households to implement compensation and support in accordance with regulations. We will also continue close coordination with relevant agencies and investors to accelerate project implementation.”

Provincial Party Secretary Trần Tiến Dũng emphasized that these two projects are model projects reflecting the province’s determination to accompany investors and effectively implement commitments made after the 2026 Investment Promotion Conference. He requested authorities at all levels to focus efforts, develop detailed plans, assign clear responsibilities, accelerate site clearance, and strengthen coordination to ensure project timelines. Difficulties beyond local authority must be promptly reported to the Steering Committee for resolution.

Expanding investment opportunities

Alongside the launch of key projects, at the 2026 Investment Promotion Conference, Điện Biên province granted 12 investor approval decisions and investment registration certificates for 11 projects with total registered capital exceeding VND 48.32 trillion, including three FDI projects worth more than VND 14 trillion.

Major projects receiving investment approvals included: the Northwestern Urban Area, Resort Tourism and Sports Services Project in Điện Biên Phủ ward developed by Vingroup with total investment exceeding VND 23.66 trillion, the Điện Biên 1 Solar Power Plant with a capacity of 300MW and investment capital of more than VND 5.3 trillion, wind power projects developed by Vestas with combined capacity of 234MW and total investment exceeding VND 9.6 trillion, and the Điện Biên Phủ Cable Car Complex Combined with Cultural and Historical Tourism Project by Sun Group with investment exceeding VND 2 trillion.

In addition, Điện Biên province signed 22 memoranda of understanding on investment cooperation with total committed capital exceeding VND 209.37 trillion with major corporations and enterprises such as: Vingroup, BRG Group, TH Group, Mường Thanh, Hanoitourist, Doveco, Envision Energy…

As one of the 22 investors signing cooperation agreements with the province, Envision Energy committed to implementing major wind power projects, including the Envision Nậm Pồ Wind Power Plant with a capacity of 125MW and the Envision Nậm Pồ 2 Wind Power Plant with a capacity of 150MW, with total investment exceeding VND 9.1 trillion.

A company representative stated: “We will closely coordinate with Điện Biên province to accelerate project progress, prioritize recruitment and training of local workers, and implement social welfare activities to contribute to sustainable development in project areas.”

Within the framework of the conference, the province also organized three in-depth survey delegations covering urban infrastructure, industrial clusters, and logistics; tourism, services, and resort development; agriculture, livestock, and processing industries. These field trips allowed businesses and investors to directly assess local conditions, planning strategies, and development potential.

During the 2026 Investment Promotion Conference, Thanh Nưa commune introduced the Hồng Khếnh Lake Hot Spring Resort and Residential Complex Project to investors. The project received approval for its detailed 1/500 planning scheme in 2022.

Nguyễn Trọng Dương, Vice Chairman of Thanh Nưa commune People’s Committee, stated: “Following the 2026 Investment Promotion Conference, we hope more investors will take interest, conduct surveys, and soon implement projects in the locality. The commune also hopes the province will continue supporting connections with strategic investors seeking opportunities here. Thanh Nưa commune is committed to accompanying investors and creating the most favorable conditions for project research and implementation, thereby contributing to socio-economic development and gradually transforming the local landscape.”

The 2026 Điện Biên provincial Investment Promotion Conference concluded with many significant achievements, creating strong confidence and expectations among domestic and international businesses and investors. Newly launched projects and signed cooperation agreements demonstrated the growing attractiveness of Điện Biên and opened new momentum for socio-economic development. With strong determination to accompany businesses and synchronized participation from the entire political system, Điện Biên expects to soon realize these projects and gradually emerge as a new growth pole in Vietnam’s Northwestern region.
