Lò Văn Cương, Member of the Standing Board of the provincial Party Committee and Permanent Vice Chairman of the provincial People’s Committee, chaired the meeting.
At the meeting, delegates focused on assessing the deployment progress of compensation, support, resettlement, and site clearance for eight key provincial projects. The evaluated projects include the Northwestern Điện Biên Phủ ward New Urban Area, Resort Tourism, and Sports Services; the Điện Biên Phủ Cultural and Historical Tourism Cable Car Complex; the Mường Thanh A Urban Residential Area; the Him Lam 7 Urban Residential Area; the Nậm Rốm River Basin Multi-Hazard Management project; the Thanh Minh - Độc Lập Hill road and residential area (Northern Ring Road) project; the Residential and Commercial Service Area project in Thanh Nưa commune (Area A); and the Điện Biên 1 Solar Power Plant project.
According to the report, many projects have achieved positive results in counting, verifying land origin, and formulating and approving compensation plans. Some projects have basically completed site clearance, such as the Him Lam 7 Urban Residential Area project. For this project, the area to be recovered for site clearance is 3.333 hectares from 51 households, individuals, and 2 organizations.
To date, payments have been made to 50 out of 51 households and individuals, and 2 organizations, amounting to over VND 5.7 billion, and the site has been handed over with a total area of 32,879.3 square meters. The Nậm Rốm River Basin Multi-Hazard Management project has completed the declaration and counting of assets, architectural objects, trees, and crops on land for all 253 households and 12 organizations.
Despite the achieved results, the implementation process still faces many difficulties and obstacles. Specifically, some households have not yet agreed to receive compensation and hand over the site. Furthermore, the verification of land origin and the adjustment of measurement records are still slow, and there is a shortage of resettlement land funds.
Concluding the meeting, Permanent Vice Chairman of the provincial People’s Committee Lò Văn Cương requested departments, branches, and localities to coordinate with investors to focus on removing difficulties and accelerating the progress of compensation, support, resettlement, and site clearance.
He urged strengthening dissemination and mobilizing people to agree to implement the projects, ensuring the schedule of key works in the province. Relevant units, departments, and branches must proactively implement the “green channel” mechanism, creating favorable conditions for investors to deploy projects.
For the Residential and Commercial Service Area project in Thanh Nưa commune (Area A), it is necessary to accelerate the progress, conduct measurements and identify landowners, and soon hand over 134.2 hectares to the investor in phase 1 to deploy the golf course project.
Thanh Nưa commune needs to prepare a preliminary plan to soon implement the measurement and landowner identification, while simultaneously deploying the resettlement area for households. Điện Biên Phủ ward must accelerate the implementation progress, arranging resettlement immediately upon recovering land from households, ensuring that resettlement is arranged for the right subjects.
The Department of Construction must issue construction permits for the Residential and Commercial Service Area project in Thanh Nưa commune (Area A) before June 15, and for the Điện Biên Phủ Cultural and Historical Tourism Cable Car Complex project before June 5, in accordance with the directive spirit of the Secretary of the provincial Party Committee.
Concurrently, by May 30, units, localities, and the Land Fund Development Center must formulate measurement and landowner identification plans for key projects in the province. For projects that already have land cleared but are suffering from long-term delays, the investor’s capacity needs to be reconsidered. It is requested that by 3:00PM every Friday, the commune and ward People’s Committees, as well as investors, must report the site clearance progress to the provincial Land Fund Development Center to synthesize and report to the provincial People’s Committee.
