Expectations from specific policies for agricultural development

ĐBP - Facing requirements for agricultural restructuring toward modernity, the Điện Biên provincial People’s Council passed a Resolution at its 4th session stipulating support policies for sector restructuring toward concentrated, green, smart, and sustainable commercial production.

The Resolution is expected to generate new momentum, remove mechanism bottlenecks, and contribute to realizing the targets of Resolution No.11-NQ/TU of the provincial Party Committee on agricultural restructuring for the 2026-2030 period, with a vision toward 2035.

During the 2026-2030 period, Điện Biên province identifies agriculture as a vital pillar of the local economy. However, transitioning from small-scale production to large-scale commercial farming, elevating added value, and boosting agricultural competitiveness require strong mechanisms and policies alongside efforts from residents and enterprises.

In 2018, the provincial People’s Council issued Resolution No.05/2018/NQ-HĐND regarding support policies for agricultural and forestry production, creating an important foundation for the province’s agricultural restructuring. Between 2019 and 2025, the province deployed 86 production and consumption linkage projects; support policies covering seeds, materials, machinery, processing, OCOP, and high-tech application contributed to shaping linkage chains, elevating agricultural product values and public incomes.

However, after over seven years of execution, many policies no longer fit new development requirements; limited resources and modest support levels failed to attract participation, leading to low implementation efficiency across several areas. Facing this reality, at the 4th session, the provincial People’s Council issued a Resolution stipulating support policies for sector restructuring toward concentrated, green, smart, and sustainable commercial production. The Resolution is expected to remove mechanism bottlenecks, encourage investment along value chains, form raw material zones, promote scientific and technological application alongside digital transformation, and realize the goals of Resolution No.11-NQ/TU of the provincial Party Committee.

A prominent highlight of the Resolution is inheriting suitable existing policies while supplementing new preferential mechanisms to develop large-scale commercial agriculture, attract corporate investment, and elevate agricultural added value and competitiveness.

Accordingly, the Resolution continues supporting raw material area development for key crops such as coffee, macadamia, pineapple, passion fruit, and medicinal plants; while prioritizing investments in processing infrastructure, agricultural preservation, and high-tech agricultural zones with significant support levels. Agricultural processing projects, concentrated slaughterhouse facilities, green technology application, and circular economic models receive support reaching tens of billions of Vietnamese dong, creating strong momentum to attract corporate investments.

The Resolution encourages crop structure transformation and the development of high-value production models such as honey beekeeping; while supporting investments in greenhouses, net houses, water-saving irrigation systems, crop area code issuances, quality certifications, scientific and technological applications, and digital transformation in production. Notably, for the first time, the province issued a mechanism supporting agricultural promotion across digital platforms such as YouTube, TikTok, and other digital communication channels. This policy demonstrates an orientation that balances production with brand building, trade promotion, and digital transformation - helping Điện Biên agricultural products reach markets through modern methods.

While the new Resolution serves as a mechanism leverage, local authorities expect it to create momentum for developing concentrated raw material zones, attracting investment, and raising public income.

Chiềng Sinh commune stands as a key locality for coffee and macadamia development. In 2026, the commune planted 1,000 ha of new coffee and around 400 ha of macadamia, raising total acreage to over 1,300 ha of coffee and nearly 1,000 ha of macadamia. By 2030, the locality strives to develop around 2,000 ha of coffee and 3,700 ha of macadamia (including a 2,400 ha core area invested by TH Group) through production linkages tied to processing.

Hà Cầm Hồng, Party Committee Secretary of Chiềng Sinh commune, stated: “The issuance of the Resolution by the Provincial People’s Council is extremely necessary and meets current practical demands. New support mechanisms are expected to resolve resource difficulties and motivate residents, cooperatives, and enterprises to boldly invest in concentrated raw material zones. We hope the Resolution is synchronously deployed soon, bringing policies into daily life to boost agricultural restructuring, elevate production value, and raise public income.”

Beyond local authorities, the business community and cooperatives expect the new Resolution to offer additional resources for expanding production, applying technology, and raising competitiveness.

The Developing Điện Biên Cooperative currently engages in linked production over approximately 12 ha of passion fruit across various communes and wards in the province. Concurrently, the cooperative plans to expand raw material zones, invest in automated irrigation systems, construct preservation cold storage, and apply digital technology in production management.

Trần Văn Sơn, Director of the Developing Điện Biên Cooperative, shared: “What the cooperative desires most is receiving support for infrastructure investment, technology application, cold storage construction, and preliminary processing and preservation lines. With synchronous infrastructure, the cooperative will expand linkages with residents, elevate product quality, and better meet market demands.”

The policies within the Resolution closely follow the needs of residents and enterprises - from developing raw material zones, investing in processing, and applying high technology to digital transformation, brand building, and market expansion. However, for policies to maximize efficiency, alongside resource allocation and synchronous implementation guidance, local authorities must proactively plan production zones, strengthen corporate linkages, and step up scientific and technological applications.
