By orienting agriculture toward commodity-based production and scientific applications, the province has implemented various mechanisms and policies to support farmers. These measures create favorable conditions for businesses and cooperatives to link up for product buybacks while simultaneously boosting advertising and trade promotion to seek out new markets. Based on the potential of the land and soil, Điện Biên emphasizes production associated with the processing of agricultural, forestry, and food products. The formation of concentrated raw material zones provides a foundation for agricultural industrialization and increases product value for both consumption and tourism.
Evidence shows that agricultural production linked with processing and consumption helps increase income per unit area by 20% or more compared to traditional methods. More importantly, this approach transforms the production mindset of residents, shifting from “producing what we have” to “producing what the market needs.” Throughout the province, models for green, organic, and high-tech agriculture are being replicated. Products are being improved in terms of quality, packaging, and traceability, with several material zones already reaching VietGAP or organic standards.
During the 2021-2025 period, Điện Biên actively implemented trade promotion activities by sending business delegations to fairs and exhibitions across many provinces and cities. The province also participated in trade connection programs, export promotion conferences, and major cultural-tourism events. Furthermore, bringing agricultural products onto e-commerce platforms has been a priority, with over 28,000 households receiving training, more than 1,100 households establishing online booths, and over 490 products being promoted on digital platforms.
Despite positive results, bringing agricultural products to the market stably and sustainably remains challenging. According to the Department of Industry and Trade, one of the biggest bottlenecks is fragmented and small-scale production combined with a lack of concentrated planning for growing areas. Most agricultural land is managed by individual households, making it difficult to form the large material zones required for processing and export. For instance, while macadamia was approved for nearly 97,500 hectares, only 12,360 hectares have been realized so far due to scattered land and limited transport infrastructure. The complex mountainous terrain leads to high logistics costs, making it difficult for local products to compete on price and delivery time when reaching large markets or exporting.
To resolve these difficulties, the province is accelerating the review and mapping of growing areas for key products like rice, macadamia, tea, coffee, and fruit trees. This planning is based on soil conditions, climate, and market demand to avoid overlap and resource waste. Simultaneously, the province encourages businesses, cooperatives, and residents to apply high technology and produce according to VietGAP or organic standards to enhance quality. Recognizing products that meet OCOP standards is also vital to confirming product prestige. Additionally, the application of e-commerce continues to be strengthened, helping farmers reach wider markets and reduce their dependence on traditional middle-men.
The Department of Industry and Trade is collaborating with relevant units to promote links between farmers, businesses, and processing facilities to create closed supply chains. For rice, the department has supported models that link production, processing, and consumption to ensure stable outputs and high added value through deep processing. Regarding Shan Tuyết tea, support is provided to cooperatives to produce while preserving ancient tea trees and developing products like tea bags or instant tea. To reach international markets, building local brands is essential. Key products must be registered with geographical indications and feature professional logos and packaging to enhance their reputation and recognition.
Ensuring stable outputs for agricultural products is a comprehensive process that begins with production planning and extends through quality improvement and deep processing to branding and market connection. With synchronized solutions and the right orientation, Điện Biên’s agriculture is steadily transforming toward a green and sustainable direction, opening opportunities for higher income and long-term prosperity.
