Ensuring power grid safety during rainy season

ĐBP - The storm and rainy season is a period fraught with risks of power grid incidents caused by thunderstorms, lightning, heavy rains, and landslides. To ensure safe and stable electricity supply to serve public daily life and production, the electricity sector of Điện Biên province has proactively deployed numerous solutions, preparing human resources, vehicles, materials, and response plans to stand ready to handle and swiftly overcome potential incidents.

Recently, a civil defense exercise responding to storms, floods, and search-and-rescue was organized in Sam Mứn commune. In a simulated scenario, heavy rain and strong winds damaged several works, power systems, and communication lines, affecting residents’ lives. To rapidly stabilize the situation and restore production and daily activities, electricity forces coordinated with the commune Military Command and the border guard post to inspect and repair the power system, step-by-step restoring electricity supply and guaranteeing communication lines for command and operational work.

With a scenario constructed close to practical reality, Thanh An Electricity mobilized strike forces, prepared materials and vehicles, and coordinated with local authorities to execute handling measures.

Directly participating in the exercise, Đỗ Việt Cường, Team Leader of the Operation Management Team at Thanh An Electricity, shared that through the exercise, forces gained additional opportunities to practice coordination skills and elevate situation handling capabilities under complex natural disaster conditions. This also served as an occasion to inspect the readiness of forces, vehicles, and response plans, contributing to minimizing damage to people and property when incidents occur.

Beyond exercises, prevention and readiness preparation work are deployed regularly by the electricity sector, particularly before and during the storm and rainy season. At Tuần Giáo Electricity, the unit manages over 630km of lines and more than 160 transformer stations, supplying electricity to over 19,000 customers across five communes: Tuần Giáo, Quài Tở, Chiềng Sinh, Pú Nhung, and Mường Mùn.

During the rainy and flood season, risks of landslides, fallen trees, and floodwaters severing transport routes can impact the power system and increase field access time. Therefore, inspection, review, and proactive prevention work are designated by the unit as central tasks.

Alongside inspecting locations with safety risks, Tuần Giáo Electricity strengthened the reinforcement of vulnerable points, inspected line systems and transformer stations, and cleared route corridors to limit risks of trees falling onto power lines. The unit also proactively prepared human resources, vehicles, equipment, and spare materials following the “four on-the-spot” principle, standing ready to mobilize forces for incident handling in the shortest time possible.

Vũ Thanh Bình, Deputy Head of Tuần Giáo Electricity, noted that during the rainy and flood season, the risk of incidents occurring due to thunderstorms, lightning, and heavy rain remains high. Therefore, the unit proactively inspects and reviews the power grid, reinforces vulnerable locations, clears route corridors, and fully prepares human resources, vehicles, equipment, tools, and reserve materials. When an incident occurs, forces quickly access the scene to handle and restore power supply at the earliest time.

Currently, Điện Biên Power Company manages and operates 430.546km of 110kV lines, 3,286.24km of medium-voltage lines, 3,111km of low-voltage lines, 5 110kV transformer stations with a total capacity of 182.5 MVA, and 1,619 distribution transformer stations with a total capacity of 275,415kVA. The expansive territory and unpredictable weather conditions place high demands on technical management, operation, and power system safety assurance across the province.

To proactively respond to the 2026 rainy and flood season, Điện Biên Power Company synchronously deployed plans and solutions early and from afar, strengthening inspections and reviews in high-risk areas while preparing resources and vehicles to stand ready when situations arise. Concurrently, the unit focuses on elevating safety awareness and skills for cadres and workers, while strengthening coordination with local authorities and functional forces in natural disaster prevention, search and rescue, and consequence recovery.

Proactively preparing plans, organizing exercises, and maintaining duty forces help the electricity sector elevate response capacity, shorten incident processing time, and guarantee safe, stable electricity supply to serve public life, production, and daily activities across the province.
