Immediately after organizational consolidation, the project management boards quickly stabilized their apparatus, assigned tasks, and deployed work synchronously and rhythmically with the spirit of not interrupting management work and not slowing down the implementation progress of projects, especially key works and projects in the area.
After arranging and consolidating the organizational apparatus, the provincial Civil and Industrial Works Project Management Board received an additional 47 cadres, civil servants, and contract workers from regional project management boards; of which 2 Deputy Directors, 20 civil servants, and 25 contract workers were appointed. Up to now, the provincial Civil and Industrial Works Project Management Board has a total of 81 cadres, civil servants, and workers. Immediately upon reception, the Board urgently consolidated the leadership apparatus, arranged personnel in specialized departments, and simultaneously reviewed, handed over, and received projects from the regional boards. On that basis, specific tasks were assigned to each department and each cadre in charge of each field and project to ensure that management and administration operations are smooth and effective.
Vũ Văn Ngọc, Director of the Civil and Industrial Works Project Management Board, stated: “Right after the arrangement, the unit focused on stabilizing the organizational apparatus and assigning specific tasks to each cadre and civil servant; while synchronously deploying solutions to ensure project management activities are not interrupted, maintaining the progress of the works as planned. Up to now, the Board has entered stable operation.”
After consolidation, the Civil and Industrial Works Project Management Board was assigned by the provincial People’s Committee to manage 9 inter-level primary and Secondary boarding school projects in 9 border communes. These are all key projects with high requirements for schedule and construction quality. Therefore, immediately after taking over, the Board assigned specific tasks to each member of the Board of Directors and specialized cadres for each project; focusing on urging contractors to mobilize human resources and equipment, synchronously deploy items, and accelerate construction progress and investment capital disbursement. The set goal is to complete the works before August 30, 2026, serving the teaching and learning needs in the 2026 - 2027 school year.
The Sín Thầu Inter-level Primary and Secondary Boarding School project commenced in early November 2025, with a total investment of VND 197 billion on an area of 8.4 hectares. The project scale includes: 30 classrooms, 12 subject rooms, 81 student boarding rooms, and teachers’ official residences, along with a multi-purpose building, library, sports area, and synchronous technical infrastructure. The work is expected to be completed before August 30, 2026, meeting the learning needs of more than 1,000 ethnic minority students in the area. To date, the project has been allocated sufficient capital, with cumulative disbursement reaching over 42.7% of the plan. Construction units are focusing human and material resources on accelerating construction and installation progress and disbursing capital sources as planned.
Phúc Linh Co., Ltd. is one of the units in the contractor consortium constructing the installation items of the project. Accordingly, the enterprise undertakes the construction of the Secondary and primary subject classroom blocks, the library building, along with the concrete yard and greenery items. Currently, the rough construction progress has reached nearly 70%, and the implemented volume has reached about 50% of the contract value.
Nguyễn Xuân Kỳ, from Phúc Linh Co., Ltd., stated: “Although construction conditions in highland areas still face many difficulties, the unit has proactively implemented many solutions to ensure the schedule. Currently, the biggest difficulty is the shortage of labor, especially in the finishing stage of the work. Therefore, the company has actively recruited labor locally and from lowland provinces to supplement the construction force, determined to complete the items on schedule assigned by the province.”
Similarly, the provincial Transport Works Project Management Board has just received cadres and projects in the transport sector from regional project management boards. After the arrangement, the Board quickly consolidated its organization, bringing the apparatus into effective and efficient operation.
In parallel with ensuring that ongoing works are not interrupted during the transition phase, the Board focuses resources on implementing the province’s key transport projects, especially the Sơn La - Điện Biên - Tây Trang Border Gate expressway project.
Nguyễn Minh Tuân, Director of the provincial Transport Works Project Management Board, stated: “The Board identifies this as a central task, a particularly important political task in the 2026 - 2030 period. In that spirit, the Board has established a Steering Panel for the implementation of the expressway project, and simultaneously assigned specific tasks to each member to ensure progress and implementation efficiency. At the same time, the Board proactively works with the People’s Committees of related communes to deploy key tasks before implementing the project; and actively coordinates with departments, branches, and localities to synchronously deploy contents to effectively implement the project.”
With the spirit of active implementation and high determination, on May 20, the Transport Works Project Management Board coordinated with the Mường Lạn commune People’s Committee to organize the groundbreaking of component project 1, the Sơn La - Điện Biên - Tây Trang Border Gate expressway project at resettlement site No.1, Món Hà village. The event marks the beginning of the key transport work, and simultaneously creates more momentum and determination in the process of project implementation.
Parallel to the arrangement of provincial-level project management boards, the provincial People’s Committee decided to establish a number of commune-level project management and land fund development boards to perform the tasks of project management and site clearance in the communes and wards.
From February 2026, the Điện Biên Phủ ward Project Management and Land Fund Development Board was established and quickly entered stable operation. The Board proactively removed difficulties and accelerated the progress of projects, especially key projects, creating clear changes in construction investment work in the area.
Nguyễn Đức Lượng, Director of the Điện Biên Phủ ward Project Management and Land Fund Development Board, said: “In the coming time, the Board will focus on key projects of the province and the ward such as: The new urban area, resort tourism, and sports services project in the Northwestern of Điện Biên Phủ ward; the Sports Center project along with many other key projects. The Project Management Board is determined to coordinate with the locality to complete site clearance work and hand over the site to contractors and investors according to the assigned plan.”
The urgent consolidation of the organizational apparatus and rapid stabilization of operations after the arrangement shows the proactive spirit and high determination of the project management boards in Điện Biên province. Thereby, it ensures that public investment projects, especially key works, continue to be deployed smoothly, creating momentum to promote local socio-economic development in the new period.
