Drastically conducting site clearance for key projects

ĐBP - Site clearance stands as a key bottleneck determining the progress of investment projects. In Điện Biên, local authorities are mobilizing the entire political system, stepping up propaganda and mobilization, and building public consensus to hand over construction sites, thereby accelerating the progress of key projects and creating momentum for socio-economic development.

During these days in many project execution areas, commune and ward cadres alongside working groups regularly visit the grassroots level to meet directly with individual households. They disseminate investment policies and disseminate compensation, support, and resettlement guidelines. The spirit of “going to every alley, knocking on every door,” listening to, and promptly resolving legitimate recommendations has contributed to building consensus among the population.

In Điện Biên Phủ ward, site clearance for components under the overall investment project for the Provincial Sports Center is being accelerated. Once completed, the project will supplement a modern system of cultural and sports institutions, satisfying the requirements for hosting large-scale provincial events while serving public needs for physical training, sports competition, and spiritual life enhancement.

Lương Viết Cương’s family, residing in Him Lam street, Điện Biên Phủ ward, has more than 1,648 m² of land subject to acquisition for project execution. He shared that after receiving full explanations from local authorities regarding investment policies and compensation guidelines, his family agreed to hand over the land.

Similarly, Nguyễn Văn Hoằng’s family in Him Lam street, Điện Biên Phủ ward, has over 2,020 m² of land lying within the project scope. Initially, his family harbored concerns because land acquisition would affect their daily lives and production. However, after local cadres directly explained their rights and the long-term significance of the project, his family agreed to hand over the site.

Leaders of the Party Committee, People’s Committee, and Vietnam Fatherland Front Committee of Điện Biên Phủ ward disseminate and mobilize land handover for the provincial Sports Center overall investment project.

Executing the project requires acquiring a total area of 13.58 ha, affecting 259 households, individuals, and 6 organizations. According to Chairman of the Điện Biên Phủ ward People’s Committee Hà Thanh Tùng, right from the project launch, the ward Party Committee, People’s Committee, and mass organizations synchronously joined forces to disseminate, mobilize, and hold dialogues with residents, while publicly disclosing compensation and support policies under state regulations. To date, the locality has mobilized 123 households and 1 organization to hand over approximately 6.6 ha of land, enabling the investor to commence construction.

Site clearance for the Điện Biên Phủ Cable Car and Historical-Cultural Tourism Complex Project in Mường Phăng commune is also being conducted urgently. The project involves acquiring 29.43 ha, affecting 191 households and 3 organizations. It is expected to create a unique tourism product connecting historical relic sites of the Điện Biên Phủ Battlefield, enhancing local tourism appeal and generating employment opportunities for residents.

Lò Văn Diện from Phăng village has roughly 400 m² of land subject to acquisition. He shared that local residents hope the project will be deployed soon to open up development opportunities for the area, adding that people are ready to hand over their land when compensation and support policies are properly executed to ensure legitimate rights.

According to Chairman of the Mường Phăng commune People’s Committee Trần Văn Tuấn, the commune established a Steering Committee and working groups to visit the grassroots directly, mobilizing residents while simultaneously conducting land inventory and origin verification alongside policy explanations. All public opinions and petitions are absorbed, discussed, and promptly resolved to build high consensus.

To date, the commune has measured and inventoried land for 191 out of 191 households and individuals, establishing preliminary cost estimates for all 191 households totaling approximately VND 70 billion. He added that alongside executing the cable car complex, the commune is actively accelerating site clearance for the Sơn La - Điện Biên - Tây Trang Border Gate Expressway Investment Project (Phase 1).

Phase 1 of the New Urban Area, Resort Tourism, and Sports Services Project in Northwestern Điện Biên Phủ ward is currently being executed in Thanh Nưa commune. This large-scale project spans a total area of 228.5 ha with a population size of approximately 12,000 people and a total investment capital exceeding VND 23,660 billion. Phase 1 alone covers 101.7 ha, affecting 308 households and 4 organizations.

According to Secretary of the Thanh Nưa commune Party Committee Nguyễn Hữu Hiệp, recognizing this as a crucial project for the province’s urban and service development orientation, the commune established a Steering Committee and dissemination teams to visit each village and household directly to explain investment policies, compensation, support, and resettlement guidelines. The commune’s viewpoint is to strictly follow legal regulations while guaranteeing the legitimate rights and interests of the people.

To date, Thanh Nưa commune has completed land origin verification for 1,512 out of 1,604 plots, reaching 94.26 percent. It has also finished verifying over 10,500 m² of land belonging to 47 households as a basis for drafting compensation plans, disbursing an advance payment exceeding VND 650 million to hand over the site to the investor for execution.

Driven by the drastic involvement of all levels and sectors alongside public consensus, difficulties in site clearance are step-by-step being untied, shaping favorable conditions for key projects to accelerate. Once completed, these works will contribute to perfecting infrastructure, expanding urban development spaces, efficiently exploiting tourism potentials, strengthening transport connectivity, attracting investment, and generating momentum for Điện Biên to develop rapidly and sustainably.
