Điện Biên works with French Development Agency

ĐBP - On May 19, Permanent Vice Chairman of the Điện Biên provincial People’s Committee Lò Văn Cương had a working session with the delegation of the French Development Agency (AFD), led by Olivier Gilard, Project Manager at the Water and Sanitation Division at AFD Headquarters.

Participating in the meeting were leaders of several departments, branches, and the People’s Committees of the two wards of Điện Biên Phủ and Mường Thanh.

At the meeting, both sides agreed on many important contents related to the construction progress of installation items, as well as the compensation and site clearance work for the Nậm Rốm River Basin Multi-Hazard Management project, which aims to protect people’s livelihoods, adapt to climate change, and promote socio-economic development in Điện Biên province.

AFD representatives highly appreciated the drastic involvement of Điện Biên province in the site clearance work and in urging the project’s progress. Compared to the previous inspection, the site clearance work has seen many positive changes; construction and installation items are being urgently deployed, ensuring the set schedule.

Up to now, the project has approved the compensation and support plan for 85.28 hectares, reaching 96.5%; the handed-over site area reached 83.38 hectares, equivalent to 94% according to the approved decision. Regarding construction and installation, the embankment renovation item from the existing weir to Thanh Bình bridge has been completed with many components such as: the electrical system, railings, paved walkways, connecting bridges, rest steps, observation huts, dredging, and a motorcycle path across the dam. For the newly built embankment item, the implemented value is estimated at VND 495 billion out of the total contract value of VND 658.862 billion, equivalent to 75.13%.

At the meeting, AFD discussed with the province the implementation process of the Sái Lương reservoir project in Mường Mùn commune. The AFD representative thanked Điện Biên province for its active coordination and support during the project’s survey and research process. This is a highly specific project, so both sides agreed on optimal technical solutions to ensure the work’s safety.

Currently, the project has been approved by AFD, and the funding draft has been sent to the Ministry of Finance. AFD urged the province to continue coordinating and discussing with relevant ministries and branches to soon complete the procedures, ensuring the schedule for signing and implementing the project between the two sides as planned. In the coming time, AFD will continue to have in-depth working sessions with Điện Biên province regarding this content.

Permanent Vice Chairman of the provincial People’s Committee Lò Văn Cương affirmed that Điện Biên province is highly focused on the site clearance work and accelerating the construction progress of the Nậm Rốm River Basin Multi-Hazard Management project. The province will continue to coordinate closely with AFD to effectively implement the contents committed between the two sides.

Regarding the Sái Lương reservoir project, Permanent Vice Chairman of the provincial People’s Committee Lò Văn Cương emphasized that this is a necessary work that receives high consensus from local residents. In the coming time, Điện Biên province will continue to actively coordinate with AFD, while strengthening connections with central ministries and branches to complete dossiers and procedures, ensuring the project is deployed on schedule.
