The conference was attended by Deputy Prime Minister Nguyễn Văn Thắng, Secretary of the provincial Party Committee and Head of the Điện Biên provincial National Assembly Deputy Delegation Trần Tiến Dũng, and leaders of central ministries and branches. Also attending the conference were approximately 1,000 delegates from the diplomatic missions of countries including Thailand, France, Japan, and China, alongside domestic and foreign enterprises and investors.

Delivering the welcoming speech at the conference, Chairman of the provincial People’s Committee Lê Văn Lương affirmed that the event is of great significance, contributing to realizing the goals and tasks in the spirit of the Resolution of the 14th National Party Congress and the Resolution of the 15th provincial Party Congress, striving for Điện Biên province to achieve double-digit economic growth in the 2026-2030 period. The conference serves as an opportunity for the locality to introduce its potential, strengths, and investment opportunities, as well as to promote the image of the land and people of Điện Biên to investors, tourists, and international friends.

Chairman Lê Văn Lương clearly stated that regarding the development strategy, Điện Biên province has approved the adjustment and supplementation of the provincial Planning for the 2021-2030 period with a vision to 2050. Accordingly, the overall goal is to build a green, smart, and sustainable developing province, becoming a fairly developed province in the region. To realize this development aspiration, Điện Biên has identified three strategic breakthroughs in the 2025-2030 period, which include perfecting institutional mechanisms and policies, synchronously investing in socio-economic infrastructure, and making tourism a spearhead economic sector.

Delegates attending the conference presented numerous discussion papers, sharing investment orientations and expressing their desire to expand cooperation with Điện Biên province in strong fields such as tourism and services, renewable energy, agriculture, and infrastructure development. The opinions also focused on analyzing and clarifying the difficulties that need to be resolved to enhance the effectiveness of investment attraction. Representatives of many corporations and enterprises assessed that Điện Biên possesses significant advantages in land funds, natural resources, agriculture, and historical tourism. They proposed that the province continue to perfect transport infrastructure, the power transmission system, land mechanisms, and high-quality human resource training, contributing to increasing the competitiveness of the local business and investment environment.

Delivering a directive speech at the conference, Deputy Prime Minister Nguyễn Văn Thắng highly appreciated the “green channel” mechanism currently being strictly and synchronously implemented by Điện Biên province, which is bringing many clear and effective results. The commitment to shorten the administrative procedure resolution time by at least 70 to 90% for priority projects represents an institutional breakthrough, clearly demonstrating a mindset of innovation, action, and service. Through this, bottlenecks are gradually removed, investors’ trust is consolidated, and Điện Biên is step by step positioned as a strategic destination for investment capital flows.

The Deputy Prime Minister emphasized that Điện Biên’s potential is clear and the opportunities are present, but to turn this potential into economic growth, create jobs, and improve the people’s living standards, the province needs to focus on effectively implementing the solutions mapped out in the 15th provincial Party Congress. Among these, administrative reform work must be substantive, using service effectiveness and the satisfaction of businesses and citizens as the standard measure. The entire system must operate synchronously, preventing situations where things are “clear at the top but clogged at the bottom,” or “rolling out the red carpet at the top but scattering nails at the bottom.” The government must truly be a reliable pillar for businesses.

He requested central boards, ministries, and branches to recognize that the development of Điện Biên is a shared responsibility. From there, they must enhance coordination and proactively support the province in promptly removing “bottlenecks” regarding mechanisms, policies, and resources. The focus should be on prioritizing resource allocation to soon deploy investment in the Sơn La - Điện Biên - Tây Trang Border Gate expressway project (Phase 1), creating a strategic “lever” to expand the province’s development space. Simultaneously, they should actively mobilize and connect resources, especially ODA capital, while proactively introducing and attracting capable and dedicated strategic investors to accompany Điện Biên in this new development phase.

To the investors, the Deputy Prime Minister affirmed that choosing Điện Biên means choosing a historical land rich in potential, but it also requires strategic vision, patience, and dedication. Investing in the fields of tourism and agriculture must be based on the foundation of respecting and relying on nature, because the cultural identity and pristine environment are the very soul that creates Điện Biên’s attraction. Investors coming to Điện Biên must adopt the spirit of “words going hand in hand with actions, and commitments being fulfilled,” accompanying the locality in creating new values, sharing benefits, and jointly solving livelihoods for the people.

Absorbing the directive opinions of the Deputy Prime Minister, Secretary of the Điện Biên provincial Party Committee Trần Tiến Dũng stated clearly that on July 27, 2025, Party General Secretary and State President Tô Lâm, while visiting the province, directed the Party Committee, government, and people of ethnic groups in Điện Biên province to “promote the spirit of Điện Biên Phủ of the past ignited in peacetime as a mandate for development.” With that aspiration, the Party Committee, government, and people are executing with determination and consensus the goal of becoming a green, smart, and sustainable developing province by 2030, rising to become fairly developed in the region. To create favorable conditions for attracting investment and accompanying investors, Điện Biên province commits that words will go hand in hand with actions, commitments will be strictly implemented, and efforts will be carried out thoroughly and effectively. At the same time, the province will promote the effectiveness of the “green channel” mechanism, shorten procedure processing times, completely overcome the “clear at the top, clogged at the bottom” situation, and resolutely handle manifestations of evasion, responsibility shifting, and harassment.

At the conference, Điện Biên province awarded 12 investor approval decisions and presented Investment Registration Certificates to 11 investors with a total registered capital of over VND 48,320 billion, of which three are foreign-invested projects with a total capital of over VND 14,000 billion. Many large-scale projects were awarded investment decisions, including the Northwestern New Urban Area, Resort Tourism, and Sports Services Project in Điện Biên Phủ ward by Vingroup with a total capital of over VND 23,660 billion; the Điện Biên 1 Solar Power Plant Project with a capacity of 300 MW and an investment capital of over VND 5,300 billion; wind power projects by Vestas Development A/S with a total capacity of 234 MW and a total capital of over VND 9,600 billion; and the Điện Biên Phủ Cultural and Historical Tourism Cable Car Complex Project by Sun Group with a total capital of over VND 2,000 billion.

Điện Biên province also signed 22 memorandums of understanding on investment cooperation with a total committed capital of over VND 209,370 billion alongside many large corporations and enterprises such as Vingroup, BRG, TH, Mường Thanh, Hanoitourist, and Doveco.
