Attending the launch were Mùa A Vảng, Alternate Member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, and Chairman of the provincial Vietnam Fatherland Front Committee; Lò Thị Minh Phượng, Member of the Standing Board of the provincial Party Committee and Standing Vice Chairwoman of the provincial Vietnam Fatherland Front Committee. The event also welcomed leaders of the provincial People’s Council and People’s Committee, along with representatives of several provincial departments, boards, and sectors.
At the launching ceremony, a representative from the State Bank of Vietnam Region III Branch presented a report on the results of non-cash payment deployment in the province. Over recent years, Điện Biên has actively stepped up digital transformation, within which non-cash payment is identified as a vital solution that contributes to elevating service quality, creating favorable conditions for citizens and businesses, and constructing a digital economy.
To date, 100 percent of departments, sectors, and localities have configured beneficiary accounts to receive online payments for administrative procedure fees and charges, while 100 percent of administrative procedures involving financial obligations have deployed online payments across the system.
Furthermore, 100 percent of educational and medical examination and treatment facilities in urban areas have implemented non-cash payments, and over 60 percent of retirees and recipients of social insurance and unemployment allowances in urban areas are paid via accounts. On average each year, credit institutions across the province process over 80 million non-cash payment transactions capitalizing a total value of more than VND 200 trillion.
Speaking at the launching ceremony, Mùa A Vảng stated: All levels, sectors, agencies, units, armed forces, enterprises, and citizens must actively respond to non-cash payments, while boosting online transactions in resolving administrative procedures and essential services. Credit institutions should continue upgrading infrastructure, expanding digital payment services to rural, remote, and isolated areas, and strengthening propaganda to guarantee safety and security in electronic payments, driving digital transformation toward building a green, smart, and sustainable Điện Biên.
Mùa A Vảng also requested agencies and units to report their deployment results to the Standing Board of the provincial Vietnam Fatherland Front Committee at the end of the year to evaluate the efficiency of non-cash payment implementation.
At the launch, the leader of Mường Thanh Luxury Hotel, representing banks, payment service providers, and business units across the province, spoke in response and committed to walking alongside the province in expanding non-cash payments, thereby contributing to promoting digital transformation and digital economic development in the area.
