The Prime Minister assigned total public investment capital for Điện Biên province in 2026 at over VND 4,755 billion. As of June 30, disbursement value reached nearly VND 2,378 billion, equivalent to 50% of the assigned capital plan, leading the nation in public investment disbursement rate according to Report No.9091/BTC-PTHT dated June 30, 2026, of the Ministry of Finance.
To fulfill the goal of disbursing 100% of the 2026 public investment capital plan, during the final months of the year, the Provincial Party Committee and Provincial People’s Committee continue focusing on decisively leading and directing execution and disbursement acceleration, prioritizing key projects and works capable of creating major added value that contributes directly to economic growth. Investors urgently finalize monthly progress management plans, clearly defining executed workload, disbursement value, itemized progress, and completion timelines for each project.
Multi-level boarding general school projects across border communes are designated as key project groups expected to generate large disbursement values during the final months of the year. Particularly, nine projects initiated in 2025 are projected for completion and commissioning prior to August 30. Currently, investors, contractors, and related units concentrate on accelerating construction progress, acceptance testing, and payments for completed workload, contributing to elevating public investment disbursement rates.
Following over eight months of construction, the multi-level primary and lower secondary boarding general school project in Thanh Nưa commune has basically completed construction across all items.
Trần Minh Tuấn, Construction Commander from No.6 Trading and Construction Co., Ltd., noted that by July 20, construction progress reached over 98%, with main building items fully completed, including the administration block, library, theoretical classrooms for primary and lower secondary blocks, subject classrooms, multi-purpose block, student boarding quarters, teacher housing, dining hall, and kitchen. Currently, the unit urgently installs utensils and equipment serving student learning and board.
Auxiliary items including covered walkways, gates, fences, internal yards, transformer stations, outdoor fire protection, and landscaping trees all achieved progress exceeding 90%. Tuấn shared that currently, the company maintains 350 engineers and workers operating under a “three shifts, four teams” schedule to complete and industrially clean the entire project, holding determination to finish before July 30 while coordinating with relevant units to accelerate acceptance and payment progress for capital disbursement.
To accelerate public investment capital disbursement, the entire province concentrates on site clearance and resettlement work, prioritizing key projects to hand over clean ground early to investors and contractors. Concurrently, efforts focus on removing difficulties and urging units to accelerate progress to compensate for delayed workload after receiving clean sites. Functional agencies strengthen inspection and supervision over execution and disbursement progress for each project, assigning clear head-person responsibility in monitoring, directing, and taking accountability for disbursement results. Investors urgently finalize payment dossiers for completed workload, preventing capital revocation due to delayed disbursement. For contractors violating commitments or failing to meet progress, quality, or capacity requirements, the province will resolutely handle cases according to regulations while disqualifying incompetent contractors from project participation.
Bùi Mạnh Thắng, Deputy Director of the Department of Finance, stated that under the executive script, investors must report disbursement progress monthly for the department to synthesize and advise the provincial People’s Committee on closely monitoring execution. On that basis, the province promptly reallocates capital from slow-disbursing projects to projects exhibiting good execution progress and disbursement capability, prioritizing key works to elevate capital utilization efficiency and increase public investment disbursement rates.
Leveraging achieved results, during the final months of the year, with provincial decisiveness alongside proactivity from investors and contractors, Điện Biên province is determined to complete the public investment capital disbursement plan, turning public investment capital into growth momentum and building a foundation for sustainable development in the coming period.
