In recent years, Điện Biên has focused on investing in transport, urban, commercial, and tourism infrastructure to generate drivers for socio-economic development. However, site clearance work remains a “knot” directly impacting the progress of many key projects. In several projects, residents still harbor anxieties regarding compensation prices, resettlement, livelihood support, and land origins. These snags cause the site handover progress in some projects to fall short of requirements, affecting investment efficiency and the local environment for attracting businesses.

To untie these difficulties, many localities have increased the organization of direct dialogues with the people. Instead of one-way dissemination, the working sessions concentrate on listening to and specifically answering each petition related to compensation, resettlement, and life stabilization after land acquisition. Through dialogue, many prolonged snags have been step-by-step resolved, building consensus among the people and contributing to accelerating the implementation progress of projects.

Recently, Điện Biên Phủ ward has been focusing on mobilizing the entire political system to restart the Master Investment Project for the Construction of the Điện Biên provincial Sports Center. The core focus is to step up dialogue, dissemination, and mobilization to build consensus in site clearance work. The project features a total area for acquisition, compensation, and site clearance of over 13.5 ha, involving 263 households, individuals, and six organizations and communities across Residential Groups 19, 20, and 21 of Điện Biên Phủ ward (the former Him Lam ward area). Since December 2025, the project has been assigned by the province to Điện Biên Phủ ward as the investor. Immediately after receiving it, the locality established working groups and mobilized cadres and party members to go directly to each Residential Group to meet each household for dissemination, mobilization, and resolving difficulties and snags.

The persistence in dialogue, listening, and accompanying the people has step-by-step untied “knots” that existed for many years. Within a short period, across the entire project, 122 out of 263 households subject to relocation voluntarily signed minutes to hand over their land, covering an area of more than 6 ha.

The family of Nguyễn Sỹ Dũng, a resident of Residential Group 19 (Điện Biên Phủ ward), is one of the households whose land is being acquired to implement the project. Despite having lived there for nearly 40 years, he still voluntarily handed over nearly 900m² of land to serve site clearance work. Nguyễn Sỹ Dũng shared that the project has dragged on for many years, but when it was restarted by Điện Biên Phủ ward with high determination, alongside the close dissemination and mobilization from the local party committee and authorities, his family reached consensus to sign the commitment to hand over the site. He expressed his hope that the project will soon be deployed and completed so that lives can become more stable.

To date, the project has been handed over around 3.5 ha of clean site. Điện Biên Phủ ward is urgently finalizing relevant procedures to continue handing over the site to the construction unit to deploy project categories.

Nguyễn Đức Lượng, Director of the Project Management and Land Fund Development Board of Điện Biên Phủ ward, stated that the unit is currently concentrating on verifying land origins, agricultural production information, and demographics, while completing compensation and support plans to accelerate site clearance progress and soon hand over clean grounds to the construction unit. He added that the investor will urge the contractor to speed up construction progress, striving to shorten the project completion time by one to two months compared to the plan committed to the province. Regarding resettlement work, households with clearly verified land origins will be organized to draw lots for receiving land immediately after the plans are appraised and approved.

Beside dissemination and mobilization work, Điện Biên Phủ ward also mobilized forces of cadres and militia to directly support residents in dismantling structures and relocating assets and trees. To date, the ward has mobilized over 310 labor days to support the people, contributing to accelerating the site handover progress.

The Master Investment Project for the Construction of the Điện Biên Province Sports Center is one of many key projects where the locality is focusing on untying snags through dialogue with the people. Reality demonstrates that wherever party committees and authorities perform well in mass mobilization work, publicize information, hold frank dialogues, and promptly resolve the legitimate petitions of the people, the site clearance progress there is accelerated, limiting the emergence of complaint letters. This is also an urgent requirement against the backdrop of Điện Biên accelerating investment attraction to step-by-step realize the goal of becoming a new growth pole in the Northwest region.

Dialogue is becoming an effective way to untie snags in site clearance work, while demonstrating the local government’s spirit of staying close to the people, listening to the people, and taking the people as the center. When the government is truly receptive and the people reach consensus, share, and accompany them, the “bottlenecks” will be step-by-step cleared, creating a driver for key projects across the province to accelerate toward the finish line, opening up new development space for the locality in the coming time.
