At the Investment Promotion Conference held on the morning of May 11, the Điện Biên provincial People’s Committee awarded 12 investor approval decisions and investment certificates to 11 enterprises, with a total registered capital of over VND 48,320 billion. This is not only an impressive figure in terms of capital scale but also a clear testament to the business community’s trust in the province’s investment environment. This capital flow is expected to create a strong boost, contributing to changing the socio-economic landscape and creating jobs for thousands of local workers.

A prominent bright spot in this investment picture is the strong increase in foreign direct investment (FDI) flowing into the clean energy sector. Three major projects with a total investment of over VND 14,000 billion focusing on wind power have demonstrated the growing attractiveness of Điện Biên in the eyes of international investors. A typical example is Vestas Development A/S Group being awarded the investment decision for two projects: the Điện Biên Đông Wind Power Plant (Phase 1) and the Mường Ảng Wind Power Plant, with a total design capacity of 234 MW and a total investment of over VND 9,634 billion. This is an important step that not only contributes to the effective exploitation of the locality’s wind potential but also affirms Điện Biên’s position on the regional renewable energy map.

Along with that, the joint venture between TPDB Wind Power Investment Pte and Beijing Weineng Investment has also chosen Điện Biên to implement the Envision Nậm Pồ Wind Power Plant project, with a capacity of 125 MW and a total investment of VND 4,375 billion. The presence of international investors with experience and potential not only brings large capital sources but also helps transfer technology and improve management and operation capacity in the clean energy sector.

Not stopping at wind power, domestic investors are also showing strong interest in solar power and hydropower, which are areas suitable for the natural conditions of Điện Biên. The Vinenergo Energy Joint Stock Company (under Vingroup) has invested in the Điện Biên 1 Solar Power Plant project with a capacity of 300 MW and a total capital of over VND 5,370 billion. This is one of the large-scale solar power projects promising to contribute significantly to the province’s clean energy supply.

In addition, floating solar power projects are also opening a new direction in the efficient exploitation of resources. The solar power project on Pá Khoang Lake integrated with storage batteries, or the solar power project on the Trung Thu hydropower reservoir, with a capacity of 72 MW and a capital of over VND 1,454 billion, not only utilize the water surface area but also contribute to minimizing the impact on the land fund. This is a green development model that aligns with the direction of sustainable growth.

Alongside wind and solar power, hydropower continues to be an area of investment interest. The Lê Bâu 3 Hydropower Project in Pa Ham and Nậm Nèn communes, with a total investment of VND 486 billion implemented by Trường Thịnh Joint Stock Company, is a testament to the reasonable exploitation of the locality’s hydroelectric potential, contributing to the diversification of the energy supply.

It can be seen that attracting investment in clean energy is bringing many practical benefits to Điện Biên. Foremost is creating momentum for economic growth, enhancing budget revenue, and providing jobs for the people. More importantly, developing renewable energy also contributes to environmental protection and the reduction of greenhouse gas emissions, moving towards the goal of sustainable development.

However, to turn potential into reality, Điện Biên needs to continue improving its investment environment and perfecting technical infrastructure, especially electricity transmission infrastructure. At the same time, it is necessary to focus on planning to ensure harmony between energy development and the protection of the environment and people’s livelihoods. Improving the quality of local human resources is also a key factor in meeting the requirements of high-tech projects.

The recent Investment Promotion Conference has laid the first bricks for a new development phase for Điện Biên, in which clean energy plays a pillar role. By capitalizing on opportunities and effectively promoting resources, Điện Biên can entirely rise to become a bright spot for renewable energy development in the Northwest region, contributing alongside the whole country to the successful realization of the green and sustainable energy transition goal.
