ĐBP - Điện Biên identifies administrative procedure reform as one of the key tasks to improve the business and investment environment, enhance competitiveness, and create momentum for socio-economic development.

Recognizing that administrative procedures were once a “bottleneck” slowing down project implementation progress, the province proactively built a “green channel” mechanism. This aims to minimize dossier processing time and create an open, transparent, and favorable investment environment for businesses.

As one of the key projects prioritized by Điện Biên province for implementation under the “green channel” mechanism with many procedures maximally shortened, on May 10, Điện Biên province coordinated with Sun Group to hold the groundbreaking ceremony for the Điện Biên Phủ Cultural and Historical Tourism Cable Car Complex project in Mường Phăng commune.

The project has a total investment of about VND 2,076 billion, deployed in the two communes of Mường Phăng and Pu Nhi with an area of over 35 hectares. The project scale includes a departure station system, a cable car arrival station, a cable route corridor, along with synchronous commercial, service, and technical infrastructure works. Upon completion, the complex is expected to serve about 15,000 visitors per day, opening up vast room for developing cultural and historical tourism in Điện Biên.

According to Nguyễn Hữu Trí Nghĩa, General Director of Northwestern Sun Investment Company (Sun Group), the drastic involvement of the province and authorities at all levels has created an open and airy investment environment for businesses and investors to research and deploy projects in Điện Biên. In particular, the “green channel” mechanism in resolving administrative procedures has become an important factor helping investors gain more trust, feel secure in their companionship, and expand their investments in the locality.

Not only in the fields of tourism and urban development, the “green channel” mechanism is creating momentum to attract many large projects in the fields of resort real estate and renewable energy. On the morning of May 11, the Northwestern Điện Biên Phủ Ward New Urban Area, Resort Tourism, and Sports Services project, invested by Vingroup, officially broke ground.

This is the largest-scale urban-tourism project ever in Điện Biên, covering an area of about 228 hectares with a total expected investment of over VND 23,660 billion. The project stands out with a large-scale sports complex, a standard 18-hole golf course, along with nearly 1,000 villas, nearly 1,900 adjacent townhouses, modern utility systems, and a land fund reserved for social housing. The project is expected to create a new face for the Điện Biên Phủ urban area, promote the development of services and tourism, and improve the quality of local urban infrastructure.

Parallel to the commercial and tourism sectors, Vingroup is researching the expansion of investment into the renewable energy sector in Điện Biên. Based on assessing local potentials and advantages, VinEnergo Energy Joint Stock Company (Vingroup) proposed the implementation of the Điện Biên 1 Solar Power Plant project and received the province’s investment policy approval.

The project has a capacity of 300MW and a total investment capital of about VND 5,371 billion, deployed on an area of over 509 hectares in Điện Biên Phủ ward and the communes of Na Son, Mường Lạn, and Pu Nhi. Once operational, the project will supplement clean electricity to the national grid, contributing to promoting green economic development, creating jobs, increasing budget revenue, and opening up a new development direction for Điện Biên.

Speaking at the 2026 Điện Biên Province investment promotion conference, Lê Khắc Hiệp, Vice Chairman of Vingroup, stated that during the process of researching and preparing for project implementation, they have always received active companionship and support from the province and related departments and branches. This close coordination facilitates a smooth survey and investment procedure completion process, creating an important foundation for projects to be deployed on schedule.

Implementing Resolution No.14-NQ/TU dated December 31, 2025, of the Executive Board of the provincial Party Committee on administrative reform, improving the business investment environment, and enhancing provincial competitiveness for the 2026 - 2030 period, the provincial People’s Committee announced a list of 23 administrative procedures to be executed under the “green channel” mechanism across various fields: finance, construction, industry and trade, agriculture, and environment. Simultaneously, the province issued five decisions approving internal processes with 23 procedures for resolving administrative tasks under the “green channel” mechanism, creating a basis for agencies and units to deploy uniformly and synchronously.

Accordingly, key off-budget projects are prioritized for administrative procedure resolution under the “green channel” mechanism, with the requirement to shorten dossier processing time by at least 70%. The province implements channeling and identification labeling for dossiers, strengthening coordination among agencies and units to promptly remove difficulties and obstacles for investors. The Provincial People’s Committee specifically assigns each relevant unit the responsibility to review and publish the list of administrative procedures; receive, process, monitor progress, and report implementation results.

From January 30 to April 15, the provincial People’s Committee received 20 dossiers under the “green channel” mechanism, including 19 dossier submissions from 13 investment projects in the financial sector and one dossier in the agricultural sector. To date, 11 dossiers have been resolved; 7 dossiers are being processed overdue, and 2 dossiers require investors to supplement and complete according to regulations.

The implementation of the “green channel” mechanism shows Điện Biên province’s strong determination in administrative reform, accompanying businesses and investors. This is a solution to remove procedural “bottlenecks,” serving as an important step for the locality to enhance competitiveness, attract strategic investment capital flows, and create a foundation to promote rapid and sustainable development in the new period.
