Across Điện Biên province, numerous social housing projects are currently being actively promoted. With local authority accompaniment and investor determination, social housing projects are accelerating their progress to realize the major policy of the Government and the province early.
Executing the Government’s policy to develop at least 1 million social housing units during the 2021-2030 period, Điện Biên province actively prepares necessary conditions to attract enterprise investments.
Currently, the province hosts two commercial housing projects allocating a 20% land fund for social housing development: the social housing project under the Hoàng Văn Thái - Khe Chít Road Urban Area and the Bắc Hồng Cúm social housing project (sub-zone B) in Thanh Nưa commune. Additionally, four investors proposed researching seven social housing development locations across Điện Biên Phủ ward, Mường Thanh ward, and Thanh Nưa, Thanh Yên, and Sam Mứn communes.
Among the projects being promoted, the Bắc Hồng Cúm social housing project (sub-zone B) in Thanh Nưa commune stands out as the largest in scale. Proposed by Lan Hưng Real Estate Group Joint Stock Company over an area of 34.63 ha, the project includes 1,701 social housing units and 288 commercial housing units, with an estimated total investment exceeding VND 3,100 billion.
To date, the enterprise has coordinated with the Thanh Nưa commune People’s Committee to conduct public consultations within the project scope, while completing research, drafting, and local adjustments for the 1/500 detailed construction plan of the Bắc Hồng Cúm New Urban Area (sub-zone B). Currently, the investor is finalizing investment proposal dossiers to report to the provincial People’s Committee and the Standing Board of the provincial Party Committee for investment policy consideration.
Vương Quốc Toàn, Chairman of the Board of Directors of Lan Hưng Real Estate Group Joint Stock Company, stated: “To accelerate project execution progress, the enterprise hopes departments and sectors continue shortening dossier processing workflows and inter-agency consultations. When the investor fully satisfies legal conditions and capacity regulations, the Department of Construction should promptly submit investment policy approvals to the provincial People’s Committee so the project can be deployed rapidly. On the enterprise side, we commit to accelerating procedure completion, mobilizing maximum resources, and executing construction to ensure progress and work quality upon investment approval.”
Điện Biên Trade and Construction Company No.6 LLC currently proposes researching five social housing development locations across Thanh Yên, Thanh Nưa, and Sam Mứn communes, alongside Điện Biên Phủ and Mường Thanh wards. For instance, the social housing project in Thanh Trường village, Thanh Yên commune covers 4.57 ha, expecting to build 231 social housing units and 34 commercial housing units. To date, the Thanh Yên commune People’s Committee has completed overall site plan approvals. The enterprise is coordinating with the locality to finalize investment proposal dossiers for provincial People’s Committee consideration.
To guarantee project timelines alongside enterprise efforts, departments, sectors, and local authorities have actively supported administrative procedure completions, while stepping up dissemination and mobilization to build public consensus regarding site clearance.
Recently, Điện Biên Trade and Construction Company No.6 LLC coordinated with the Thanh Yên commune People’s Committee to organize direct dialogues with households holding land within the project planning scope in Thanh Trường village. According to initial reviews, 24 households possess production land in the planned project area. Local authorities continue coordinating with the enterprise to disseminate and explain the project’s significance to residents, balancing interests between the State, enterprise, and citizens.
Nguyễn Ngọc Tuấn, Chairman of the Thanh Yên commune People’s Committee, noted: “Right after the enterprise proposed investment research, the locality proactively coordinated procedure deployments according to regulations, organizing meetings and dissemination to clarify policies for residents. To date, the majority of residents agree with and support project deployment. When projects are invested in, they will create extra jobs, boost economic development, and elevate public living standards.”
Bùi Đức Giang, General Director of Điện Biên Trade and Construction Company No.6 LLC, affirmed: “The enterprise will execute the project strictly according to planning, fully complying with construction investment and environmental protection regulations, while prioritizing local labor during construction.”
Beside legal procedures, funding remains the decisive factor in social housing project progress.
Executing Government’s Resolution No.33/NQ-CP on removing obstacles and promoting safe, healthy real estate market development, the Government deployed a preferential credit package of VND 145,000 billion for social housing development. Capital is funneled through commercial banks, supporting both project developers and home buyers with interest rates lower than market rates.
Discussing this content, a representative from Region III State Bank noted that commercial banks in Điện Biên province - such as Vietinbank, BIDV, and Agribank - have prepared capital sources to lend to social housing projects. However, to date, the disbursement rate from this preferential credit package in the province remains at zero. This demonstrates that capital access headroom remains vast. When projects complete legal dossiers and secure investment approvals, this will serve as an essential financial resource helping enterprises accelerate construction progress, enabling residents to access housing at appropriate costs.
According to Bùi Văn Luyện, Director of the Department of Construction, social housing development stands as a core task aiming to fulfill urban development targets and guarantee social welfare across the province. The Department of Construction directed specialized offices to coordinate closely with commune and ward authorities where projects are located, offering maximum support to investors during dossier completion and procedure resolution according to regulations. Significantly, all social housing projects apply a “green lane” mechanism, prioritizing rapid processing for related procedures to shorten investment preparation times and commence construction early.
Decisive involvement from local authorities at all levels, alongside business community determination and public consensus, creates a favorable foundation for social housing projects in Điện Biên to materialize step-by-step. Upon completion, thousands of families will gain opportunities to own stable housing - contributing to expanding urban space, attracting workforce resources, driving healthy real estate market development, and generating added momentum for the province’s economic growth in the coming years.
