Early mornings here are marked by the steady rhythm of broomsticks and garbage trucks, signaling the start of a fresh, peaceful day. Nguyễn Thị Hoa from group 21 shares: “When I sweep my house, I sweep the entire alley. If the area in front of my house is clean, the street stays clean too.”
Having lived here for over 20 years, Hoa says she has never seen residents care so much about keeping the streets clean as they do now. She recalls times when building materials cluttered doorways, household waste was collected irregularly, and weeds grew unchecked around tree bases. Today, every household voluntarily cleans, disposes of trash properly, shops arrange goods neatly, and signs reminding people to maintain public hygiene are posted throughout the alleys.
This spirit extends beyond group 21; across many streets in Điện Biên Phủ ward, the atmosphere reflects a central urban area evolving toward modernity and civility. From the “green Saturday” campaign to encouraging residents to dispose of waste on time, everyone contributes small but practical efforts to enhance the city’s appearance.
Đỗ Ngọc Tú, Vice Chairman of the Điện Biên Phủ ward Pople’s Committee, states: “Building a well-kept urban landscape starts with raising awareness among each resident. The ward regularly coordinates with organizations and neighborhood groups to launch environmental sanitation drives and urban beautification efforts.”
Alongside outreach efforts, the ward maintains urban order self-management teams and security patrols that consistently remind violators of regulations. Each cleanup campaign serves as an opportunity for officials, Party members, and citizens to discuss ways to keep the streets tidy and orderly, cultivating good urban living habits.
With the goals of establishing “cultural families”, “cultural groups”, a “civilized urban ward”, and “safe, civilized streets”, from October 22 to December 31, 2025, the Điện Biên Phủ ward People’s Committee is launching a high-intensity campaign to clear sidewalks, roadways, and urban corridors to ensure traffic safety, urban order, and public order.
The campaign follows the principle “Education and persuasion first, enforcement as a last resort.” The ward Police cooperates with mass organizations to intensify awareness campaigns through loudspeakers, mobile announcement vehicles, social media, and neighborhood meetings, helping residents understand the importance of preserving traffic safety corridors and urban aesthetics.
In parallel with grassroots self-management, Điện Biên Phủ ward is investing heavily in infrastructure and urban renovation. At the end of September 2025, a ceremony was held to inaugurate and name 15 new streets across Điện Biên Phủ and Mường Thanh wards - 13 in Điện Biên Phủ and 2 in Mường Thanh. These streets are named after national heroes, artists, and martyrs who have made significant contributions to the country. Notably, many of these cultural figures were honored with prestigious state awards in literature and arts and were also revolutionaries and decorated war veterans. Some were wartime artists who created symbolic works related to the Điện Biên Phủ campaign.
At the same time, the new urban area and pedestrian street project near Mường Thanh airport was launched. The project covers nearly 7.6 hectares in a prime location adjacent to Điện Biên Phủ Airport and close to famous historic sites such as the Đờ Cát bunker, Mường Thanh bridge, A1 hill, Điện Biên Phủ victory monument, and Điện Biên Phủ victory museum.
This project is planned to be the province’s first smart urban area harmoniously integrated with green spaces. Of the area, over 2 hectares are dedicated to adjacent residential land (with buyers granted long-term stable land use rights under law). The new urban zone includes 189 adjacent houses, each with a floor area of at least 102m²; the building coverage is 80%, consisting of four floors and an attic, with provisions for future elevator installation. Nearly 5.6 hectares are allocated for public land, green spaces, parking lots, internal roads, and an international kindergarten. The total investment is nearly VND 700 billion.
At the groundbreaking ceremony, Chairman of the provincial People’s Committee Lê Thành Đô emphasized the project’s significance in creating a modern, synchronized urban area that meets housing and social service needs while improving residents’ quality of life. The project also contributes to completing Điện Biên Phủ ward’s infrastructure, honoring the historic, cultural, and scenic values of the local landmarks.
Every renovated street, every trimmed tree, every litter-free corner, and every completed project helps shape the image of a historic city transforming into a modern, green, clean, and beautiful urban center. Through these changes, Điện Biên Phủ ward is steadily affirming its new, civilized, and vibrant face.
