Permanent Deputy Secretary of the Provincial Party Committee Mùa A Sơn Conducts Working Visit to Điện Biên Đông District

ĐBP - On 13th August, a delegation from the Steering Committee overseeing the projects under the Comprehensive Plan for the 70th Anniversary of the Điện Biên Phủ Victory, led by Comrade Mùa A Sơn, Permanent Deputy Secretary of the Provincial Party Committee, conducted an inspection of the progress and implementation of tasks in Điện Biên Đông District over the first seven months of the year.

To date, Điện Biên Đông District has achieved significant results in socio-economic development, national defence, security, and foreign relations.

The total cultivated area for grain crops across the district has surpassed 13,448 hectares. Five communes have essentially met the new rural development standards, while the remaining communes have met at least 11 criteria. The district has successfully protected over 32,097 hectares of existing forest and has planted 5,000 scattered trees, with the forest coverage rate across the district reaching 26.6%.

Currently, the total mobilised resources and planned allocations for electricity projects in the district amount to VNĐ174 billion. Of this, VNĐ24 billion is managed by the province under the National Rural Electrification Programme; VNĐ100 billion is allocated from the public investment plan for the 2021-2025 period; Thành phố Hồ Chí Minh has contributed VNĐ50 billion; and VNĐ24 billion is provided through the rural electrification project from the national grid in Điện Biên Province, managed by the Department of Industry and Trade. For the projects supported by Thành phố Hồ Chí Minh, four projects have already commenced, while six are currently in the process of contractor selection assessment.

Permanent Deputy Secretary of the Provincial Party Committee Mùa A Sơn held a working session with the Standing Committee of the Điện Biên Đông District Party Committee.

Mùa A Sơn acknowledged that despite the challenges and the substantial workload, Điện Biên Đông District has made commendable progress across various fields. Significant improvements have been noted in the areas of culture, society, health, and education. The district has also strengthened party-building efforts and the political system, achieving 56.25% of the target for new party member recruitment as set by the resolution, and has eliminated all villages without a Party cell. The district has successfully maintained political stability and social order and safety.

Recognising the substantial amount of work that needs to be completed by the end of the year, Comrade Mùa A Sơn urged the Standing Committee of the District Party Committee to focus on leadership, assigning specific tasks to each level and sector, and to decisively implement solutions to achieve each target and task successfully. He emphasised the importance of investing in and developing spiritual tourism, wellness, and community-based tourism models. Furthermore, he called for continued close coordination with provincial departments and sectors to thoroughly resolve difficulties and obstacles related to projects in the district. He also encouraged the promotion of agricultural production towards concentrated commodity production and the expansion of production linkages.

The Standing Committee of the District Party Committee will continue to thoroughly implement and effectively execute Directive No. 40 of the Provincial Party Committee’s Standing Committee. This directive focuses on enhancing the leadership of Party committees to accelerate the implementation of projects under the Comprehensive Plan for the 70th Anniversary of the Điện Biên Phủ Victory. It also includes adhering to the directives of the Steering Committee, the Provincial People’s Committee, and related agencies concerning projects in the district.

For the rural electrification project funded by Hồ Chí Minh City and other investment sources managed by the district, efforts will be concentrated on leadership, guidance, and resolving any challenges and obstacles that arise during implementation, ensuring principles of efficiency and cost-effectiveness are upheld. The Department of Industry and Trade, along with other relevant departments, sectors, and units, is requested to continue their effective cooperation, regularly monitoring, guiding, and urging the Điện Biên Đông District People’s Committee to implement the projects as per regulations.

Comrade Mùa A Sơn conducted field inspections of several projects in the communes of Keo Lôm, Noong U, Na Son, and the resettlement project at the headwaters of the Điện Biên Đông reservoir.
