Điện Biên Proactively Addresses Complaints and Denunciations

ĐBP - A delegation from the Government Inspectorate, led by Nguyễn Duy Bính, Deputy Head of the Central Citizen Reception Committee, held a working session on Tuesday with the People's Committee of Điện Biên Province. The session was chaired by Phạm Đức Toàn, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee.

In recent times, to ensure the effective handling of citizen reception, document processing, and the resolution of complaints and denunciations (KNTC), the Provincial Party Committee and the People's Committee of Điện Biên have focused on guiding and directing various agencies, units, and localities to strictly adhere to legal documents and directives from central and provincial authorities. They have emphasised the importance of responsibility among leaders in citizen reception and complaint resolution. There has been a concerted effort to enhance coordination and leverage the combined strength of the entire political system in this work. Annually, the Provincial People's Committee issues plans for inspection, review, and directs departments, agencies, and the People's Committees of districts, towns, and cities to conduct self-inspections.

From 2022 to 30th June 2024, the province received 3,235 visits from 3,991 citizens, and handled 5,100 petitions. Of these, 4,158 petitions met the conditions for processing, involving 4,158 cases. In terms of resolving complaints and denunciations, a total of 73 cases fell within the province's jurisdiction, of which 60 have been resolved. Specifically, out of 34 cases within the jurisdiction, 31 have been successfully addressed.

With the dedicated leadership and direction of the Provincial Party Committee and the People's Committee, along with guidance from the Government Inspectorate and coordination among departments, agencies, and localities, the state management of citizen reception and the handling of complaints and denunciations has progressively improved. This has significantly contributed to the fulfillment of the province's political objectives.

At the working session, Nguyễn Duy Bính, head of the working group, commended the Điện Biên Provincial People's Committee for their attention to citizen reception and complaint resolution (KNTC). He highlighted the importance of regular citizen reception by heads of administrative agencies at all three local levels, linking this activity to the resolution of complaints and denunciations. He urged the Provincial People's Committee to further support the team responsible for citizen reception, particularly the dedicated staff. He also emphasised the need for resources to be allocated for training and capacity-building, especially in skills and experience related to handling complaints, particularly those connected to personnel issues for Party Congresses at various levels, and for candidates in the elections for the People's Councils and National Assembly for the 2026-2031 term.

Permanent Vice Chairman of the Provincial People's Committee, Phạm Đức Toàn, acknowledged the feedback from the working group. Moving forward, Điện Biên province will continue to proactively and promptly address KNTC cases, with a particular focus on complex, prolonged cases involving large groups of people. The province will closely monitor situations to address issues as they arise, preventing any "hot spots" that could complicate political security and social order. Efforts will be intensified to educate the public on legal matters related to citizen reception and complaint resolution, enhance grassroots mediation, and improve state management in these areas.

The province will prioritise understanding and addressing the concerns and aspirations of its residents, ensuring timely dialogue and resolving issues in a fair and reasonable manner to safeguard the legitimate rights and interests of the people.

The Điện Biên Province has put forward several recommendations and proposals to improve the handling of citizen reception and complaints and denunciations, including the completion of the Law on Citizen Reception in harmony with the Law on Complaints and Denunciations, and the issuance of a decree stipulating penalties for administrative violations in the field of citizen reception and handling of complaints and denunciations. The proposals also include developing a coordination regulation between the Central Citizen Reception Committee and local authorities, expediting the issuance of guidance documents on the procedures for resolving citizen petitions and reflections, upgrading and completing the national database system on complaints and denunciations to align with current legal documents, and organising training sessions for localities on using the national database system software for the matter.
