Mùa A Sơn, Permanent Deputy Secretary of the Provincial Party Committee; Lê Thành Đô, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, representatives from the Provincial People's Council, Provincial People's Committee, Provincial Việt Nam Fatherland Front Committee, and relevant departments and agencies also attended the meeting.
The topics discussed by the delegates included: the project to build a Memorial House for President Hồ Chí Minh and additional investments in certain structures at the E2 Hill site; the project for the conservation and restoration of the Him Lam Centre of Resistance Relic (Phase II); and preparations for a scientific conference on the Temple of Lord Trần Hưng Đạo at the A1 Hill relic site.
Regarding the project to build President Hồ Chí Minh Memorial House and additional investments in certain structures at the E2 Hill site (part of the Điện Biên Phủ battlefield relic complex), the Ministry of Culture, Sports, and Tourism has provided feedback, while the Điện Biên Party Standing Committee has agreed with the design plan, and the Provincial Party Committee has approved the implementation policy.
The project dossier has been completed and submitted to the Prime Minister for approval.
Once approved by the Government leader, further procedures will be implemented, and construction is slated to begin in December 2024.
Clarifying the progress of the project and related feedback, Secretary Cường requested that units not wait around but need to take action immediately, preparing and implementing possible tasks; conducting surveys for the construction of a ceremonial pathway connected to the steps leading to the memorial site.
Secretary Cường also stressed the importance of promoting the value of E1 Hill (which stands to the opposite of E2 Hill), and assigned the province's Department of Culture, Sports, and Tourism with the task of researching historical documents on both these relic hills to provide additional information, restore, and highlight Vietnamese military achievements in the Điện Biên Phủ Victory.
Regarding the project for the conservation and restoration of the Him Lam Centre of Resistance (Phase II), the Provincial People's Committee has approved the phase 2 relief sculpture model, while the feasibility study report for the project's construction investment has been completed and submitted for feedback from the Art Council on the basic design dossier, the relief sculpture's location, and other structures and landscapes of the project.
The selection of contractors, approval of bidding results for the technical design consultancy package (construction), and subsequent stages for the relief sculpture are expected to take place in September - October 2024.
This is a continuing project initiated in 2006, inheriting some previously approved content, but incomplete documentation has somewhat affected the implementation process.
At the meeting, Secretary Cường said the access roads to the relic site must be completed as soon as possible, and set deadlines for certain tasks to quickly start the project and carry out work according to the schedule.
For both of the above projects, Điện Biên Party Committee's Secretary Cường paid particular attention to the planning and restoration of space for the relic sites.
He requested a review of residential areas around the foot of the hills (the relic sites), asked that the relevant departments and agencies participate in the planning of Điện Biên Phủ City and the relics within the Special National Historical Relic Site of Điện Biên Phủ Battlefield.
The long-term planning is aimed at promoting and developing the relic and tourism areas, considering the clearance and relocation of residential areas to restore the space for the relics in the near future.
Regarding preparations for the scientific conference on the Temple of Trần Hưng Đạo at the A1 Hill relic site, a draft plan for organising the conference has been developed, and opinions have been sought from relevant departments, organisations, and individuals.
At the same time, the adjustment of the visitor reception area and the proposal to restore the temple have been incorporated into the planning task for the preservation, renovation, and restoration of the Điện Biên Phủ Battlefield relic site.
However, some difficulties remain due to the very limited documents and materials available on the temple, and the temple's architecture and construction materials have not been fully identified.
The Provincial Party Secretary said selecting a site for the restoration of the temple within the A1 Hill relic site (the original site of the temple is not feasible) should be considered.
Prominent professors, historians, and researchers on the Trần Temple must be invited to participate in the conference.
Secretary Cường also asked that the preparations for the conference be completed in mid-September, aiming to establish sufficient grounds to confirm the temple's value and request approval for restoration.
