Particular attention has been paid to both professional skills and political education. Authorities regularly inspect and supervise the conduct and discipline of public officials and emphasize a culture of professionalism and ethics in public service.
At the commune level, local authorities have worked to improve the quality and systematization of legal documents, ensure public disclosure of administrative procedures, and process them promptly and correctly to prevent complaints. The province has also promoted the streamlining of administrative structures, clarified roles and responsibilities, and implemented job-based staffing.
Administrative reform efforts have yielded positive results, especially in directing and managing public services and enhancing the discipline of civil servants. A set of evaluation criteria for commune-level governments has been introduced, with regular reviews each year and at the end of each term. This has helped consolidate and improve the effectiveness of grassroots governance, with no communes classified as weak or underperforming.

The province places strong emphasis on building a well-qualified team of public officials, both in number and in quality. Efforts are focused on creating a professional civil service with high expertise, ensuring that staff are appointed based on their skills and removing underperforming individuals. Currently, the province has 2,587 officials and civil servants, with 98.1% having at least intermediate-level qualifications, and 73% trained in political theory and public administration. Nearly 72% of commune-level civil servants hold university degrees or higher. Monitoring and supervision have also been strengthened; in 2022 alone, 28 officials and civil servants were disciplined for violations.
These reforms have significantly improved the quality of public service. Local governments now issue letters of apology when administrative tasks are delayed and send thank-you notes when citizens provide helpful feedback. For example, on December 2, 2022, the Public Service Reception and Response Unit of Thanh Luông commune (Điện Biên district) received a marriage registration application from Đàm Khánh Dương. Due to the slow internet, the application could not be processed the same day. Additionally, the judicial officer handling the case displayed inappropriate behavior. The commune promptly rectified the issue and sent an official letter of apology to Dương.
The province’s goal is to build a citizen-friendly government that genuinely serves the people, shifting from administrative commands to guidance, persuasion, and community engagement. This new approach is helping foster a public service culture that respects, understands, and is accountable to the people.
