For Điện Biên province, unlocking social resources, fostering a favorable climate for business growth, and promoting the roles of the private economy, cooperatives, and economic sectors represent urgent requirements. Through this, the province can efficiently exploit potential, broaden growth headroom, and generate added momentum for rapid, sustainable development.
Over recent years, developing enterprises and economic sectors has been identified by Điện Biên province as one of the crucial tasks contributing to mobilizing and effectively utilizing resources for development investment. The province has progressively shifted from an administrative management mindset to one of companionship and creation, placing enterprises and citizens at the center of service; focusing on improving the investment and business environment, stepping up administrative reform, and resolving difficulties and bottlenecks to create favorable conditions for economic sectors to develop equally and lawfully.
Alongside perfecting mechanisms and policies, Điện Biên concentrates on improving governance quality and enhancing the responsibility of agencies and units in processing administrative procedures and supporting businesses. Fields with potential and advantages such as agriculture, the processing industry, commerce, services, tourism, and energy have step by step attracted investor attention. Consequently, in the first 6 months of the year, the entire province saw an estimated 177 newly established enterprises with total registered capital of more than VND 1,332 billion, an increase of 58 enterprises compared to the same period last year. Điện Biên currently has 1,706 operating enterprises with total registered capital of more than VND 41,764 billion, along with 991 branches, representative offices, and business locations registered to operate locally.
The People’s Committee of Mường Ảng commune developed an electronic portal, publicly disclosing administrative procedures and connecting with the National Public Service Portal. Currently, the commune handles 405 administrative procedures within commune-level jurisdiction, including 296 fully online procedures and 109 partially online procedures. From the beginning of the year to early August, the Public Administrative Service Center of the commune received 797 online dossiers, 100% of which were settled ahead of deadline.
According to Đỗ Thị Thủy, Deputy Director of the Public Administrative Service Center of Mường Ảng commune, stepping up the open transparency of administrative procedures in Mường Ảng commune has contributed to elevating the responsibility of cadres and civil servants, while facilitating convenience for citizens and businesses during work processing. This helps save time and costs, creating favorable conditions for organizations, enterprises, cooperatives, and household businesses to look up information and conduct administrative procedures easily.
The collective economy and cooperatives are also step by step affirming their role in reorganizing production, linking citizens with enterprises and the market. From small-scale production models, many cooperatives have shifted operations according to market demand, focusing on brand building, product quality improvement, participation in the OCOP program, and progressively forming value chains in agricultural production, processing, and consumption. In the first 6 months of the year, Điện Biên province newly established 22 cooperatives with total charter capital of more than VND 16.7 billion, raising the total number of cooperatives in the area to 374 with total charter capital of over VND 1,036.6 billion.
The Noong Luống General Agricultural Cooperative in Thanh Yên commune is linking with farming households to develop a safe vegetable production zone, progressively forming a production chain tied to product consumption. Currently, the cooperative supplies 500 to 700 tons of vegetables, tubers, and fruits to the market annually. The cooperative also creates regular employment for dozens of workers, driving commodity agricultural production and increasing revenue for the local budget.
Nguyễn Xuân Huy, Director of the Noong Luống Agricultural Cooperative in Thanh Yên commune, shared that the cooperative will continue strengthening linkages with farming households, expanding production zones, and proactively seeking stable off-take outlets for products. Through this, it not only elevates operational efficiency for the cooperative, but also creates more jobs, increases income for local people, and makes positive contributions to local socioeconomic development.
Alongside the growth of the enterprise and collective economy sectors, the household business sector across the province has also seen positive transformations, continuing to affirm an important role in driving production, trade, and job generation. As of June 2026, the entire province had 15,320 household businesses with total registered capital of more than VND 1,544 billion. In Sam Mứn commune, 136 household businesses were newly established in the first 6 months of the year, showing that the proactive entrepreneurial spirit and investment in production and business among the people are increasingly brought into play.
Phạm Thiết Chùy, Chairman of the People’s Committee of Sam Mứn commune, stated that Sam Mứn commune focuses on assisting people in accessing comprehensive information and policies, and resolving difficulties and bottlenecks during production and business. Simultaneously, the commune facilitates conditions for household businesses to expand their scale and upgrade operational efficiency, thereby creating more jobs, increasing local incomes, and contributing to driving local economic growth.
The Thoa Quang macadamia household business in Minh Thắng village, Tuần Giáo commune specializes in producing and trading products such as cracked-shell dried macadamia nuts, macadamia wine, and dried macadamia kernels. Thanks to focusing on elevating quality, diversifying products, and expanding markets, the household business maintains stable revenue, creating regular jobs for around 5 local workers.
Quàng Thị Thoa, owner of the Thoa Quang macadamia business, shared that in the coming time, she hopes to continue receiving attention and support from authorities in advertising, connecting product consumption, and expanding markets, while having additional support policies regarding capital and machinery to invest, upgrade production capacity, generate more jobs, and raise incomes for local laborers.
Accompanying and supporting enterprises, cooperatives, and household businesses to develop has contributed to unlocking resources, generating added momentum and fresh resilience for Điện Biên’s economy. Thereby, social resources are effectively brought into play, and production and business activities are progressively flourishing. In the first 6 months of 2026, gross regional domestic product (GRDP) across the province at constant 2020 prices was estimated at VND 15,437.32 billion, up 8.67% compared to the same period last year, ranking 5th out of 9 provinces in the Northern Midlands and Mountainous Region, and standing 17th out of 34 provinces and centrally run cities nationwide. This is an important premise for Điện Biên to continue improving its investment and business climate, consolidating the confidence of the business community, mobilizing social resources effectively, and generating momentum to drive rapid and sustainable economic growth in the coming period.
