Provincial People's Committee Holds Online Conference to Evaluate Public Investment Disbursement

ĐBP – The Provincial People's Committee on Wednesday held an online conference with districts, towns, and cities across the province to evaluate the results of public investment disbursement in the first five months of 2024.

Attendees included Trần Quốc Cường, member of the Party Central Committee and Secretary of the Provincial Party Committee; Lê Thành Đô, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and Lò Văn Phương, member of the Provincial Party Standing Committee and Chairman of the Provincial People's Council. Leaders of various departments, sectors, and investment units also participated in the conference.

The identified reasons include a lack of decisive and thorough leadership and execution in certain departments, sectors, and localities. There is insufficient determination and inadequate maximisation of the roles of leaders, coupled with limited, irregular, and ineffective coordination among departments, sectors, and localities in resolving emerging issues. Additionally, the planning work of investment units remains weak, with some units having limited capacity, resulting in delays in completing dossiers. The quality of project dossiers and consultants also fails to meet the required standards.

In his directive speech, Provincial Party Secretary Trần Quốc Cường called for the Provincial People's Committee’s Party Affairs Committee to urgently assign and delegate tasks to district levels to accelerate the disbursement of public investment capital. Party committees, local authorities, project investors, and project management boards need to concentrate on proposing effective solutions to implement the public investment plan in the remaining months of 2024, aiming to achieve over 95 per cent disbursement of the allocated investment capital. The Provincial People's Committee’s Party Affairs Committee should identify the limitations of each locality and unit to find solutions. Furthermore, a review of personnel, focusing on capacity, qualifications, and sense of responsibility, is necessary to promptly address weak and negative cases and those failing to complete assigned tasks, ensuring a streamlined, proficient, and highly responsible team.

Provincial Party Secretary Trần Quốc Cường urged local Party committees, authorities, departments, and sectors to enhance their leadership and oversight responsibilities. He emphasised the necessity of proposing detailed, practical solutions to ensure the disbursement rate meets regulations. Prioritise key tasks for completion by the end of the year, particularly those related to undisbursed funds such as ODA and the economic recovery and development programme.

Highlighting the substantial tasks remaining for 2024, Provincial People's Committee Chairman Lê Thành Đô called on directors of departments and sectors, chairpersons of district, town, and city People's Committees, project management board directors, and investors to elevate their sense of responsibility. He stressed the importance of leadership in supervision and inspection. There is an urgent need to review and resolve obstacles and bottlenecks in public investment capital disbursement within their respective agencies and units. Accelerating public investment disbursement must align with state investment management, ensuring project progress and quality standards. Focus on resolving issues related to land clearance. Investors must develop detailed timelines and work plans, committing to disbursement progress. Departments and sectors should minimise the time required for investment procedures.

The Department of Planning and Investment is tasked with monitoring and assessing the disbursement of funds to advise the Provincial People's Committee on reallocating capital from slow to well-disbursed projects. They are also to recommend the establishment of working groups to inspect, urge, and resolve difficulties and obstacles.

The Chairman of the Provincial People's Committee has instructed the Department of Home Affairs to use the commitments from various agencies, units, and investors regarding the public investment disbursement rate for 2024 as a basis for advising the Chairman on evaluating the performance of these entities and their leaders.

Localities are required to strengthen their leadership and direction, implementing coordinated task groups and solutions to accelerate project progress and the disbursement of public investment capital for 2024.
