He made the request while inspecting key projects in Điện Biên Phủ City on Friday (June 14). These projects include the packages 4 and 5 of the Động Lực Road project, the Thanh Minh - Độc Lập Hill Road and residential area in the northern Ring Road of Điện Biên Phủ City, and several urban renovation projects managed by the Điện Biên Phủ City People's Committee, including the 10.5m road segment connecting the provincial stadium's side gate to Võ Nguyên Giáp Road and the 27m and 13m road segments.
Currently, the packages 4 and 5 of the Động Lực Road project are not on schedule due to land clearance issues.
According to a report from the Điện Biên Phủ City’s People's Committee, since January, the city has approved land clearance for 72 households, covering an area of 5.72 hectares with a budget of VNĐ10.27 billion (US$..). The remaining work involves 131 households, covering 9.40 hectares and 18 graves.
Điện Biên District has approved 810 households, with 471 households covering 13.37 hectares still pending. Additionally, issues with sourcing road surface materials persist, as the approved mining sites are not yet operational.
Similarly, the Thanh Minh - Độc Lập Hill Road project is currently only progressing in areas where land clearance has been completed, with work valued at VNĐ38.52 billion out of VNĐ186.23 billion, accounting for 20.68 per cent of the total. Other project components have not started because the Điện Biên Phủ City and Điện Biên District People's Committees have not handed over the land.
Due to the urgent requirement for disbursing funds, Đô requested that the Điện Biên Phủ City and Điện Biên District People's Committees promptly resolve land clearance issues.
They should closely coordinate with relevant departments, sectors and units to address procedural difficulties and choose appropriate solutions. After providing guidelines to overcome specific challenges, the Chairman demanded that all involved parties mobilise resources to accelerate project progress. Localities, construction units and contractors should immediately start work wherever land is available, taking advantage of favourable weather.
Inspecting urban renovation projects managed by the city People's Committee, Đô emphasised prioritising the drainage system, especially around the provincial stadium, which frequently floods during heavy rains.
He stressed the importance of the drainage system in this area, stating that effective management could resolve the long-standing flooding issues.
He suggested two options for the city to consider and quickly implement to thoroughly address the problem, emphasising that roads are secondary while the drainage system is paramount.
