Điện Biên commits completion of key projects ahead of Điện Biên Phủ Victory anniversary

ĐBP – Điện Biên Province must consolidate its resources to guarantee the fulfillment of projects dedicated to commemorating the 70th anniversary of the Điện Biên Phủ Victory. This directive was issued by Lê Thành Đô, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, during an inspection of various essential projects associated with the commemoration on Wednesday (February 28).

The upgrade for the provincial stadium is one of the province's key projects, with construction progress currently at 85 percent. Specifically, some items have been completed, such as athlete housing, training facilities, and guardhouses.

Some items are still under construction, including the administrative building, stands A, A1, B, C, D, and some equipment items awaiting approval for adjustment and supplementation.

Regarding the renovation and upgrading project of Hà Nội – Điện Biên Phủ Primary School, the project is divided into three construction packages. Currently, package 1 has achieved approximately 52 per cent completion; package 2 has reached 80 per cent, and package 3 is about 42 per cent complete.

Construction units and investors are making efforts to accelerate the progress, ensuring the completion of all three packages before the celebration of the 70th anniversary of the Điện Biên Phủ Victory.

The provincial guesthouse project has achieved progress commitments with 55 per cent of completion. Currently, the construction unit is implementing flooring, wall cladding, installing fire protection systems, water supply, drainage systems, ventilation, and other equipment. Regarding the dynamic road project, land clearance work is progressing very slowly, failing to achieve the set schedule, especially in packages 4, 5, and 6 in Điện Biên Phủ City.

The project has only approved 163 out of 315 households and 142 out of 147 graves, equivalent to a total approved area of 58.5 per cent. Specifically, package 4 has achieved 28.4 per cent; package 5 has reached 88.9 per cent, and package 6 has reached 55.5 per cent.

The delay reasons were due to difficulties in verifying land origins; households and individuals who bought, gifted, or transferred land previously did not comply with legal regulations; and some land use rights certificates did not match reality.

At the inspection, Đô requested project investors, construction units, and localities to enhance coordination, resolve difficulties, and accelerate construction progress to ensure the projects are ready to serve the commemoration of the 70th anniversary of the Điện Biên Phủ Victory.

Đô required project investors and construction units to complete the provincial guesthouse and the provincial stadium before the end of March.

Construction units were required to enhance responsibility, conduct regular inspections, and supervision to ensure the safety and quality of the projects.
