In Điện Biên, along with accelerating administrative reform, improving the investment and business climate, and resolving bottlenecks in mechanisms and policies, the province is step-by-step creating an open development space, facilitating conditions for the business community and household businesses to bring into play their potential, expand production and business, and contribute positively to growth and sustainable development goals.
As an enterprise with many years of experience in roasting and grinding coffee production and processing, the Hồng Kỳ Quốc Tế Coffee Joint Stock Company has continuously invested in improving quality and diversifying products. Currently, all of the company’s products meet HACCP standards for manufacturing practices and food safety and hygiene under international standards, including two 4-star OCOP products: Hồng Kỳ International Coffee HK13 and Arabica Espresso (HK10 whole-bean coffee).
According to Nguyễn Quốc Tế, Director of the company, to enhance product quality and step-by-step affirm the brand in the market, the enterprise has invested in modern production lines alongside leading advanced European processing technology. This serves as the foundation for the company to create high-quality coffee products, increasingly meeting the stringent standards of the market. In addition, the Company accelerates advertising and product introductions across provinces and cities, actively participating in trade fairs, exhibitions, and trade promotion programs to expand its market, elevate brand recognition, and bring products closer to consumers.
Determining the private economic sector as an important force driving growth, Điện Biên is progressively building a favorable environment for social resources to be unlocked and brought into play effectively. From reviewing and perfecting mechanisms and policies to improving service quality, all levels and branches in the province focus on promptly resolving difficulties and obstacles, creating added confidence and motivation for the private economic sector to boldly invest and expand production and business. Notably, sectors where the province holds potential and advantages - such as agriculture, processing industry, commerce, services, tourism, and energy - are gradually becoming new spaces attracting enterprises and investors.
The private economic sector across the province is increasingly developing, not only expanding in numbers but also progressively upgrading in scale, production, and business capacity. In the first 8 months of the year, the whole province saw 234 newly established enterprises, with 26 enterprises newly established in August alone, with a total registered capital of VND 1,640.064 billion, an increase of 69 enterprises compared to the same period, reaching 93.6% of the annual plan. Cumulatively, the entire province has 1,757 operating enterprises with a total registered capital of VND 43,731.541 billion, alongside 997 branches, representative offices, and business locations registered locally.
Alongside the growth momentum of the private corporate sector, the household business sector across the province continues to record positive changes, becoming an important force in maintaining production and business activities, meeting market demand, and generating jobs and income for the people. In the first 8 months of the year, the whole province had 2,370 newly registered household businesses with total capital exceeding VND 336.4 billion. Cumulatively, the entire province has 15,919 household businesses with a total registered capital of VND 1,663.627 billion.
In Tuần Giáo commune, from July 1, 2025 to date, the locality has granted establishment licenses to 1 new cooperative and 197 household businesses, while reissuing licenses for 185 household businesses. Quàng Văn Cương, Chairman of the People’s Committee of Tuần Giáo commune, stated that Tuần Giáo commune accelerates dissemination and guidance so that residents access and implement effectively guidelines and policies concerning production and business, while proactively grasping and resolving emerging difficulties and obstacles. The locality facilitates conditions for household businesses to invest, expand operational scale, and enhance operational efficiency, thereby contributing to job creation, income growth, and driving local socioeconomic development.
The outcomes achieved by the private economic sector have contributed to driving growth, generating additional employment, progressively shifting the economic structure, and improving people’s living standards. However, the private economy across the province has yet to bring into full play its potential and advantages. The vast majority of enterprises remain micro and small in scale, constrained in capital, technology, governance, and linkages between production and consumption; the number of enterprises possessing strong brands and competitiveness remains modest. Socioeconomic infrastructure, digital infrastructure, and regional connectivity also represent bottlenecks requiring ongoing resolution.
Clearly identifying these bottlenecks, Điện Biên focuses on synchronously deploying solutions to create fresh momentum and expand development space for the private economy. Based on Resolution No.68-NQ/TW dated May 4, 2025 of the Politburo on private economic development, the Executive Board of the provincial Party Committee issued Resolution No.13-NQ/TU on private economic development in the province for the 2026 - 2030 period, with a vision toward 2045. Accordingly, by 2030, the entire province strives to have an additional 2,500 effectively operating enterprises; attract 50 to 90 off-budget projects each year; create employment for about 50,000 laborers with an average income of approximately VND 12 million per person per month; and achieve an annual growth rate of roughly 11% for the private economic sector, contributing 40% to GRDP. These represent concrete targets serving as the foundation for all levels and branches to deploy synchronized solutions in the coming time.
To realize the goals of the resolution on private economic development, Điện Biên province continues to review and supplement mechanisms and policies suited to practical local conditions, issuing practical support policies for private enterprises, particularly small and medium-sized enterprises, innovative startups, and modern technology-applying businesses. The province diversifies forms of investment attraction, constructs an innovation center supporting technology incubators, and accelerates investment socialization in agriculture, commerce, services, tourism, science and technology, digital transformation, and environmental protection.
The province steps up administrative reform, focusing on procedures related to investment, land, construction, taxation, customs, and the environment; shortening processing durations and digitizing dossiers; cutting unnecessary procedures and business conditions; and ensuring public transparency while thoroughly applying artificial intelligence and big data technology platforms in management and administration.
With an increasingly perfected policy foundation alongside the proactive dynamism of the business community, the private economic sector is expected to continue developing in both scale and quality, becoming a crucial driving force and contributing positively to the socioeconomic development of the province in the coming period.
