During implementation, site clearance continues to be a bottleneck affecting the progress of several projects. Facing this reality, the province is mobilizing the entire political system, strengthening communication, mobilization, and dialogue to build consensus, step by step untying bottlenecks and speeding up project timelines.

Infrastructure investment is one of the key drivers promoting growth and expanding development space. Over recent years, Điện Biên province has mobilized diverse resources to execute works and projects, contributing to completing infrastructure, attracting investment, and fostering trade, services, and tourism. However, site clearance remains a challenging stage prone to difficulties because it directly relates to land, assets, and the livelihoods of local residents. At several projects, land plots have not been handed over synchronously, forcing construction to be divided into piecemeal sections; machinery and manpower cannot be deployed simultaneously, adversely affecting overall progress.

Facing this situation, the province determined that building public consensus is the pivotal solution to clearing bottlenecks. Alongside fully securing the lawful and legitimate rights and interests of citizens in accordance with regulations, authorities at all levels and sectors have stepped up communication, mobilization, dialogue, listening, and resolving petitions directly from the grassroots. Thereby, obstacles are resolved step by step, land handover is accelerated, and conditions are established for projects to proceed on schedule and deliver early socio-economic returns.

Recently, Điện Biên Phủ ward mobilized the entire political system, focusing on communication, dialogue, and public mobilization to build consensus and restart the Overall Investment and Construction Project of the Điện Biên provincial Sports Complex.

The project involves a total land recovery, compensation, and site clearance area of over 15.38 hectares, affecting 147 households and individuals, and 6 organizations. Since December 2025, the project was assigned to Điện Biên Phủ ward as the project investor. Immediately thereafter, the locality established working teams and assigned cadres and Party members to go directly to the grassroots, meeting each household to explain policies, mobilize support, and resolve difficulties.

Nguyễn Đức Lượng, Director of the Project Management and Land Fund Development Board of Điện Biên Phủ ward, stated: “The ward is focusing on verifying land origins, production conditions, household demographics, and finalizing compensation and support plans. In parallel, the investor urges contractors to expedite construction on cleared sites, avoiding situations where handed-over land sits idle.”

By August 10, the ward completed inventories for 247/247 households and individuals and 4/6 organizations; verified 208 households and 1 organization; and publicly posted estimated compensation and support plans for 57 households. The ward approved 19 compensation and support plans for 48 households covering a total area of over 30,472 m². Through communication and mobilization, 123 households and 1 organization signed land handover minutes covering approximately 6.6 hectares, of which 4 hectares have been handed over to the construction unit.

Recognizing the substantial remaining site clearance volume, Điện Biên Phủ ward continues to concentrate heavily on communication, mobilization, dialogue, and addressing public petitions. The exemplary role of cadres, Party members, and leaders is promoted, especially in encouraging families and relatives to abide by policies and hand over land early. For lingering complicated cases, the Site Clearance Steering Committee continues categorizing, holding dialogues, and coordinating solutions on a case-by-case basis, ensuring citizens’ legitimate rights and interests.

Concurrently, the Fatherland Front Committee and socio-political organizations in the ward have strengthened outreach to build grassroots consensus. On August 12, the Standing Board of the ward’s Fatherland Front Committee co-organized a dialogue with 12 households subject to land acquisition. Through dialogue, 7 households agreed to the plan. The remaining dissenting cases will continue to be reviewed and coordinated for resolution under regulations, aiming to complete site clearance soon and facilitate synchronous, on-schedule project implementation.

In Mường Thanh ward, multiple infrastructure projects funded by non-budget capital are underway. Since early this year, the ward has approved 18 compensation, support, and resettlement plans, while mobilizing the entire political system to participate in public outreach and consensus-building for site clearance.

One of the key projects being prioritized by the ward is the North Hồng Cúm New Urban Area, Sub-division A, spanning over 48.5 hectares and affecting 319 households, individuals, and organizations. To date, the ward has completed surveys for over 45 hectares, verified ownership for 287/319 households across more than 41 hectares, drafted compensation plans for 22 households, and is currently posting them publicly for consultation in accordance with regulations.

The family of Lê Thị Liễu in residential quarter 11 has nearly 1 hectare of land within the project boundary. After receiving outreach and explanations, her family agreed to the project implementation policy. Lê Thị Liễu shared: “This is a key project contributing to expanding the ward’s development space, so my family supports it and is ready to cooperate in implementation.”

Trần Sỹ Quân, Vice Chairman of the People’s Committee of Mường Thanh ward, stated: “In the coming time, the ward will continue assigning cadres to monitor each group of households, strengthening communication and dialogue, especially with households whose plans are currently posted; promptly capturing public sentiments, resolving petitions, and ensuring openness and transparency. Thereby, we aim to achieve high consensus, complete site clearance early, and keep the project on schedule.”

When the government stays close to the people, listens, and resolves issues promptly, land obstacles will be cleared step by step. Consequently, construction projects will be accelerated, creating added momentum for Điện Biên to achieve breakthroughs and realize its socio-economic development goals.
