Sectors and localities are actively accompanying investors, resolving difficulties, and accelerating progress to bring projects into operation early, creating momentum to enhance value and foster sustainable agricultural development.
Through multiple synchronously implemented solutions, the work of attracting investment into the agricultural sector of Điện Biên province has seen positive transformations over recent times. The province has proactively promoted and worked with many major corporations, enterprises, and associations, such as TH Group, Him Lam Group, Detech Company, Việt Nam Macadamia Association, and Cát Quế Company. Through this, a portfolio of large-scale processing, animal husbandry, and agricultural production projects has progressively taken shape.
To date, the province has surveyed, identified locations and sites, and implemented land procedures to introduce and attract investment for 10 agricultural processing plants. Along with the processing sector, the province has expanded its investment attraction space across the entire agricultural value chain. The agriculture and environment sector has coordinated with communes and wards to review and identify 45 potential locations to introduce to investors, comprising 15 locations for building agricultural processing plants covering an area of 92ha; 26 locations for developing concentrated livestock farms with a total area of about 2,500ha; 2 locations for building fertilizer manufacturing plants; and 2 locations for researching and developing medicinal plants covering a total area of about 2,000ha.
Notably, the concentrated animal husbandry sector has attracted 7 enterprises to research, survey, and propose investments covering a total area of over 600ha, with an anticipated scale of approximately 1.19 million pigs per year, 3.6 times the province’s existing total pig herd. To date, 1 project has commenced construction with a scale of 8,000 head; 1 project has received investment policy approval with a scale of 30,000 head; and the remaining 5 projects have completed surveys and site determinations, with a total anticipated scale of over 1 million head.
The investment projects being promoted and implemented open up a direction for large-scale agricultural production development, creating preconditions to form concentrated raw material zones, elevate agricultural product value, promote deep processing, and progressively realize the goal of agricultural sector restructuring toward green, smart, and sustainable development. Lê Xuân Cảnh, Director of the Department of Agriculture and Environment, stated that the department coordinates with sectors and localities to accompany investors in completing procedures, accessing land, and carrying out site clearance, while promptly resolving emerging difficulties and obstacles, creating conditions for projects to deploy on schedule.
This past June, the pig farming project in Mường Pồn commune invested by the Lai Châu Agricultural Development and Construction Investment Company Limited commenced construction. The project has a total investment capital of approximately VND 120 billion, spanning an area of more than 105,557m² with 16 barns and a synchronous waste treatment system. Upon completion, the project is expected to supply approximately 8,000 commercial pigs each year.
Trần Mạnh Minh, Vice Chairman of the People’s Committee of Mường Pồn commune, stated that following the groundbreaking ceremony, the commune People’s Committee accompanied the investor in carrying out site clearance work, which has now been completed. Regarding construction progress, the investor is currently focusing on ground leveling and service road construction. According to the plan, the investor will introduce the first batch of pigs in December 2026 and complete all investment items by June 2027.
Along with the livestock sector, projects in the processing domain have also seen accelerated progress. The Detech Coffee Joint Stock Company proposed investing in a coffee deep-processing plant project in Mường Ảng commune covering an area of approximately 13ha, located across Na Luông, Co Hắm, Tin Tốc, Co Sáng, and Củ villages. Currently, the People’s Committee of Mường Ảng commune is urgently implementing site clearance work, creating conditions for the investor to carry out the project soon. By September 5, 103 households agreed with the project implementation policy and site clearance support rates, covering a total area of 11.769ha, reaching 90.53% of the required land.
Recently, the Detech Coffee Joint Stock Company and Neumann Kaffee Gruppe held a working session with the provincial People’s Committee regarding project implementation, while conducting field surveys across several coffee growing areas, elite mother coffee gardens, seedling nurseries, and the planned factory construction land in Mường Ảng commune. Đào Ngọc Anh, General Director of the Detech Coffee Joint Stock Company, stated that the enterprise wishes to build a coffee deep-processing plant in Mường Ảng to connect raw material zones with processing and the market, meeting requirements for quality and traceability.
With the resolute engagement of Party committees and authorities at all levels alongside investors, investment projects in the agricultural sector are having their progress accelerated. Upon completion and commissioning, the projects will contribute to forming concentrated production zones, driving deep processing, and enhancing agricultural product value. Through this, they will progressively realize the goal of restructuring the agricultural sector toward green, smart, and sustainable development, generating economic growth momentum.
