Accelerating implementation of social housing projects

ĐBP - Social housing represents a practical necessity for low-income earners, cadres, civil servants, and laborers. Currently, multiple social housing projects are being promoted across the province. Supported by administrative companionship and investor determination, projects are witnessing accelerated progress.

Resolving bottlenecks from the grassroots

The social housing project in Yên Trường village, Thanh Yên commune, invested by Urban Infrastructure Development Joint Stock Company No.6 under Điện Biên province Trading and Construction Corporation, initiated its preliminary administrative procedures in late May 2026. Covering approximately 48,850m² with an initial total investment capital exceeding VND 301 billion, the project comprises 280 social housing units, 36 commercial housing units, and synchronized technical infrastructure. Just over three months later, on August 28, the project finalized all requisite procedures and held its groundbreaking ceremony.

Right from the promotion stage, the Party committee and administration of Thanh Yên commune determined to accompany the investor early and at the grassroots level. The local government proactively coordinated throughout surveying and administrative completion, while conducting communication campaigns to secure community consensus in site clearance.

Nguyễn Văn Toản, Secretary of the Thanh Yên commune Party Committee, noted that the locality applied a “green lane” mechanism, collaborating with the investor from site survey to procedure completion. The Commune Party Committee and People’s Committee coordinated with the Yên Trường Village Development Board to explain the project’s purpose to residents, securing public consensus to facilitate progress as scheduled.

From an enterprise perspective, administrative support creates favorable conditions for investors to hasten delivery. Bùi Anh Tiến, Director of Urban Infrastructure Development Joint Stock Company No.6, commended the close direction of provincial leaders and the synergy among departments and sectors. He noted that provincial leadership regularly directs agencies to resolve corporate bottlenecks promptly. In Thanh Yên commune, the local administration actively assisted site clearance and persuaded residents to surrender land early. In particular, applying the “green lane” mechanism to investment attraction projects, notably key undertakings, substantially compressed administrative processing time, enabling investors to accelerate execution.

The project is scheduled for completion and commissioning in March 2027. Supplying 280 social housing units, the project will expand accessible housing supplies for residents while helping refine the local urban landscape.

Implementing the Government’s policy of delivering at least 1 million social housing apartments between 2021 and 2030, Điện Biên is actively preparing conditions to attract enterprises into this sector. Currently, the province houses 2 commercial housing projects that have allocated 20% of their land reserves for social housing development: the social housing project within the Hoàng Văn Thái - Khe Chít Road Urban Area, and the Bắc Hồng Cúm social housing project (subdivision B) in Thanh Nưa commune. In addition, 4 investors are proposing studies across 7 social housing sites in Điện Biên Phủ ward, Mường Thanh ward, and Thanh Nưa, Thanh Yên, and Sam Mứn communes. This serves as the foundation for the province to expand land reserves and create room for social housing growth in the coming years.

Generating momentum to cross the finish line

Among the ventures being advanced, the Bắc Hồng Cúm social housing project (subdivision B) in Thanh Nưa commune is proposed on a large scale. Lan Hưng Real Estate Group Joint Stock Company proposed developing the project over 34.63ha, comprising 1,701 social housing units and 288 commercial homes, with an estimated investment capital exceeding VND 3,100 billion. The investor is currently finalizing the investment proposal dossier for submission to the Provincial People’s Committee and the Standing Board of the provincial Party Committee for policy consideration.

Vương Quốc Toàn, Chairman of the Board of Directors of Lan Hưng Real Estate Group Joint Stock Company, affirmed that the enterprise pledges to expedite administrative finalization. Upon receiving investment approval, the company will mobilize maximum resources to ensure construction progress and structural quality.

However, moving a project from policy to construction site requires another indispensable factor: capital. In execution of the Government’s Resolution No.33/NQ-CP on removing obstacles and promoting the safe, healthy development of the real estate market, a preferential credit package of VND 145,000 billion has been deployed for social housing development. Disbursed through commercial banks, this capital supports both project developers and homebuyers with preferential interest rates, reducing financial burdens and enhancing housing accessibility.

In Điện Biên, commercial banks including VietinBank, BIDV, and Agribank stand ready with capital reserves to support projects. A representative of the State Bank of Việt Nam Region III noted that once projects finalize legal documentation and secure investment approval, preferential credit capital will become a key driver helping enterprises accelerate construction while widening opportunities for citizens to access affordable housing.

Developing social housing in Điện Biên is progressively moving from policy to concrete execution. Resolving administrative bottlenecks, preparing land reserves, facilitating site handover, and securing funding sources represent pivotal links governing project pace. According to Bùi Văn Luyện, Director of the Department of Construction, developing social housing constitutes a focal task in realizing provincial urban growth aligned with social welfare assurance. The Department of Construction directs specialized divisions to coordinate closely with commune and ward administrations where projects are located, assisting investors with dossiers, resolving obstacles, and processing procedures under regulations. Critically, social housing projects are routed through the “green lane” for prioritized administrative handling, shortening preparation timelines and facilitating early groundbreakings.

Administrative involvement, corporate initiative, banking companionship, and public consensus form the necessary prerequisites for social housing areas to materialize swiftly. Each groundbreaking brings eligible lower-income earners closer to settled housing, translating the province’s social welfare objectives into reality.
