Resolving bottlenecks in processing
For generations, coffee has served as a key agricultural commodity linked to the livelihoods of local residents and driving economic growth in Mường Ảng commune. Currently, the locality maintains 1,963ha of coffee, including more than 1,810ha under commercial exploitation and approximately 150ha in the basic construction stage. The continuous expansion of the raw material area demands product diversification and higher added value for coffee beans.
Previously, due to constrained equipment investment budgets, multiple processing phases were conducted manually, resulting in low processing capacities, limited product diversification, and obstacles in upgrading quality and establishing OCOP products. To resolve this bottleneck, national and local industrial promotion capital provided support to four coffee processing facilities: Việt Bắc Coffee Import Export Company Limited, Hải An Company Limited, Minh Duy Cooperative, and Hà Chung Coffee Processing Facility, with a aggregate budget of VND 800 million, offering subsidies ranging from VND 150 million to VND 300 million per establishment. Specifically, these facilities received financial aid to install advanced-technology coffee roasting machinery, replacing manual roasting methods and steadily boosting processing capacities and product quality.

Moving beyond assistance in machinery, equipment, and advanced technology, industrial promotion allocations also facilitate facilities in standardizing manufacturing processes, elevating quality, perfecting packaging and labeling, and progressively bringing rural industrial items to wider markets. On this foundation, cooperatives and OCOP entities steadily stabilize operations and build concentrated raw material zones that meet stringent quality and product traceability requirements.
Enterprise investment coupled with farmer linkages has opened pathways to organize chain-based production from raw material development to processing and off-take. Amid mounting standards for quality, origin, and product benchmarks, stepping up the adoption of advanced machinery and equipment stands as an essential prerequisite for facilities to expand production capacity, strengthen competitiveness, and penetrate new markets.
At the Hồng Trà production establishment operated by the Nguyễn Thị Hồng household business in Thắng Lợi village, Tủa Chùa commune, industrial promotion funding was utilized to support a tagged string pyramid tea bag packaging machine. The equipment automatically measures tea quantities, forms filter bags, attaches strings, affixes logo tags, and heat-seals bag edges, securing product uniformity, visual appeal, and hygiene safety throughout packaging.
Nguyễn Thị Hồng, owner of the Hồng Trà production facility in Tủa Chùa commune, stated that packaging previously required manual labor, consuming substantial time and manpower. Since receiving packaging machine support, the facility has taken initiative in manufacturing, completing products faster with greater consistency while trimming labor expenses, thereby enabling the establishment to boost output, refine finished items, and widen distribution outlets.
Broadening consumer markets for agricultural produce
Practical implementation demonstrates that industrial promotion activities across Điện Biên province are supplementing vital resources for key agricultural staples and OCOP items to raise quality and generate added value. Over the 2021-2024 period, the province implemented 19 industrial promotion schemes with total financial assistance exceeding VND 3.63 billion, in which national industrial promotion supported 7 schemes with VND 2.1 billion, and local industrial promotion supported 12 schemes with over VND 1.53 billion. In 2025 alone, the province carried out 5 schemes with total financial support of VND 750 million.
Alongside investment aid, the Provincial Center for Industrial Promotion and Industrial Development Consultancy assists in voting for outstanding rural industrial products, enabling facilities to showcase and introduce merchandise at regional and national trade fairs. Through these platforms, items developed from local agricultural endowments gain greater opportunities to access customers and expand sales networks.
Phùng Mạnh Hùng, Director of the Center for Industrial Promotion and Industrial Development Consultancy under the Điện Biên provincial Department of Industry and Trade, emphasized that the goal of industrial promotion is to address accurate demands and targeted recipients, equipping facilities with conditions to concentrate investments, perfect products, and broaden markets. Moving forward, the Center will continue accompanying production units and OCOP entities to standardize processing lines, elevate quality, and sharpen competitiveness, contributing to delivering Điện Biên agricultural goods to fresh markets.
Actual experience across Điện Biên province reveals that the efficacy of industrial promotion lies in generating momentum for establishments to secure resources for investment, innovation, and product evolution. Each targeted grant matching real operational needs serves as a dependable anchor for enterprises and cooperatives to leverage internal resources, refine merchandise, and sharpen competitiveness. From these practical impacts, industrial promotion policies are exerting a spreading effect, serving as a launchpad for representative provincial agricultural goods to maximize comparative advantages, increase value, and firmly solidify their brand standing in the marketplace.
