Attending the groundbreaking ceremony were Trần Tiến Dũng, Member of the Central Committee of the Communist Party of Việt Nam, Secretary of the Điện Biên provincial Party Committee, and Head of the provincial National Assembly Deputy Delegation; Lê Văn Lương, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; alongside Members of the Standing Board of the provincial Party Committee, leadership of the provincial People’s Committee, and leaders of provincial departments and sectors.

Representing the Military Industry and Telecoms Group (Viettel) were Lieutenant General Tào Đức Thắng, Member of the Central Committee of the Communist Party of Việt Nam, Chairman and General Director of the Group, and the group’s leadership.

The Viettel Điện Biên Building Construction Investment Project entails a total investment capital exceeding VND 104 billion. The facility scale comprises 9 above-ground storeys and 1 technical rooftop floor, with a height of over 40 meters, totaling over 3,900 square meters of gross floor area situated on a site exceeding 2,400 square meters. The project is scheduled for completion, handover, and commissioning in the fourth quarter of 2027.

Upon completion and commissioning, the main 9-storey building will serve centralized office requirements for Viettel Điện Biên and its member units across the province. Concurrently, it integrates transaction facilities, customer service areas, product showcase and retail spaces, technical zones, and operational support amenities.

Delivering remarks at the ceremony, Chairman of the provincial People’s Committee Lê Văn Lương emphasized that ground-breaking on the Viettel Điện Biên Building provides an architectural highlight aligned with orientations to build a green, smart, civilized, and sustainable Điện Biên Phủ urban center. The project centralizes technical resources, commercial operations, and Viettel’s operational infrastructure, augmenting service provision capacity, rolling out digital platforms and new technological solutions, and broadening connections with state bodies, enterprises, educational institutions, and the innovation community, thereby contributing to realizing Resolution No.57-NQ/TW and Resolution No.17-NQ/TU.

The Chairman of the provincial People’s Committee requested that Viettel and Viettel Điện Biên focus leadership on ensuring project construction fulfills scheduled progress, high quality, and absolute safety, rapidly transforming the facility into a venue for research, experimentation, digital technology deployment, and human resource training. The provincial People’s Committee will direct provincial departments, sectors, and localities to coordinate, untangle bottlenecks promptly, and facilitate favorable conditions for the project to proceed in line with regulations without schedule delays.

Speaking at the ceremony, Lieutenant General Tào Đức Thắng affirmed that immediately following the groundbreaking ceremony, Viettel will muster resources to execute the project with the discipline of soldiers, guaranteeing schedule, quality, and workplace safety, striving to commission the building in the fourth quarter of 2027. Viettel will continue bringing digital infrastructure and advanced technology closer to the people, contributing momentum to Điện Biên’s development while safeguarding the nation’s frontier ramparts.

At the ceremony, delegates performed the groundbreaking ritual. The edifice is expected to become a fresh architectural landmark for the urban landscape of Điện Biên Phủ, helping fortify digital infrastructure capabilities and catalyzing digital transformation alongside innovation across the province.
