“Green lane” unleashes investment flows

ĐBP - From reviewing thousands of administrative procedures, Điện Biên province has shifted the focal point of reform toward phases genuinely needed by enterprises and bottlenecks that impede investment timelines.

The implementation of the “green lane” mechanism has sparked a transformation from merely processing dossiers to proactively accompanying investors and collaboratively untangling obstacles, thereby compressing timelines, trimming expenses, and propelling projects more swiftly from regulatory paperwork to actual construction sites.

According to a review by the Provincial People’s Committee Office, the province counts 2,074 active administrative procedures, encompassing 1,633 provincial-level and 441 commune-level procedures. Among these, 1,133 procedures relate directly to business operations, accounting for 54.63% of the total in force. However, in reality, only 204 procedures actually generated active application dossiers for settlement, equivalent to approximately 18% of business-related procedures.

From these review findings, the assisting task force of the Provincial People’s Committee proposed 35 administrative procedures to be processed under the “green lane” mechanism, comprising 31 provincial-level procedures and 4 piloted commune-level procedures. At the provincial level, 24 procedures were added, 7 were retained, and 16 former procedures were excluded because they generated no dossiers.

This restructuring demonstrates that the “green lane” is oriented toward concentrating resources on procedures with authentic market demand. The most tangible result is shortened processing times across diverse fields. In industry and trade, processing times have been reduced by up to 70%; in culture, sports, and tourism by 50%; and in healthcare by a maximum of 70%. In the financial sector, processing intervals have been cut from 60% to over 82%. In agriculture, environment, and land administration specifically, turnaround times have been shortened by 43.8% to 72.2%.

The efficacy of the “green lane” mechanism is clearly reflected in the execution of concrete investment projects across the province.

Immediately following the investment promotion conference convened by the province in May 2026, Urban Infrastructure Development Joint Stock Company No.6 - Điện Biên proactively conducted field surveys, researched conditions, and proposed a social housing project in Thanh Yên commune.

During surveys and investment preparations, the enterprise received steadfast support from local Party committees and authorities. The Party Committee and People’s Committee of Thanh Yên commune organized meetings with residents within the project area to disseminate policies, explain project benefits, and coordinate public outreach to forge consensus on site clearance. Nguyễn Văn Toản, Secretary of the Thanh Yên Commune Party Committee, stated that local Party and administrative authorities accompanied the investor right from initial survey and project proposal stages. Moving into deployment, the commune created favorable conditions for the enterprise to complete regulatory procedures and access land to kick-start the project promptly.

Reaching beyond the grassroots tier, provincial departments and sectors strengthened coordination, directing specialized divisions to assist the investor in settling emerging issues.

According to Bùi Văn Luyện, Director of the Department of Construction, for social housing projects, the department applies the “green lane” mechanism, prioritizing compressed processing intervals for dossiers and procedures in line with regulations. Concurrently, the department coordinates regularly with departments, sectors, and localities to identify and remove bottlenecks, enabling projects to roll out according to schedule.

Inter-agency and multi-echelon coordination contributed to swiftly transitioning the project from surveys and investment preparation to field execution. On August 28, Urban Infrastructure Development Joint Stock Company No.6 - Điện Biên held the groundbreaking ceremony for the Yên Trường Hamlet Social Housing Project in Thanh Yên commune. The project spans approximately 4.885ha with a preliminary total investment exceeding VND 301 billion, encompassing 280 detached low-rise social housing units and 36 commercial homes. The project is anticipated to reach completion and enter operational use in March 2027.

Bùi Anh Tiến, Deputy General Director of Urban Infrastructure Development Joint Stock Company No.6 - Điện Biên, remarked that the decisive, synchronized engagement of Party committees, local authorities, and specialized departments created favorable conditions for the business during investment preparations. The administration’s establishment of a “green lane” for investment-attracting projects, particularly key undertakings, significantly facilitates business execution.

If the Yên Trường hamlet Social Housing Project illustrates the efficacy of early and continuous partnership, the Thanh Minh - Độc Lập Hill road and residential area project demonstrates the effectiveness of resolving long-standing bottlenecks.

Approved by the Provincial People’s Committee in 2018, the project encountered numerous difficulties during implementation, particularly regarding regulatory procedures and site clearance, having undergone its fifth extension. Facing this reality, local Party committees and authorities recently intervened decisively, accompanying the investor through site clearance and execution stages. As a result, bottlenecks have been progressively cleared, leading to the substantial handover of land for project construction.

With site clearance unblocked, the investor proactively adapted construction plans. Nguyễn Hữu Thanh, representative of Huy Hoàng Construction - Commercial Investment Joint Stock Company, stated that the enterprise reinforced manpower and equipment while reorganizing construction schedules to compensate for lost time, striving to conclude the project by December 31, 2026.

Concrete projects demonstrate that the “green lane” represents far more than trimming and compressing dossier handling times. Crucially, it marks a shift in governance philosophy: moving from an environment where enterprises must independently track and resolve each bureaucratic phase to one where administrative bodies proactively coordinate, conduct interconnected processing, and converge on the shared goal of translating projects into reality.

Selecting the right procedures for the “green lane” mechanism is generating initial efficiency. As administrative bottlenecks are unblocked, the investment environment becomes more open, cultivating fiscal and operational space to draw resources, propel growth, and sharpen the province’s competitive edge.
