With a substantial capital volume remaining, the province is focusing on directing departments, sectors, project owners, and localities to flexibly deploy multiple solutions, keeping close track of each project; promptly untangling difficulties to accelerate disbursement progress, and putting investment resources into effective operation early.
Commencing construction in September 2026, to date, the Project for Repair and Upgrading of the Thanh An Aqueduct and Left Main Canal under the Nậm Rốm Grand Irrigation System has excavated 150m of foundation; installed canal reinforcement steel across 7 modular units with a total length of 82.6m; and completed concrete pouring for 3 modular units, corresponding to 35.4m. Deployed in Thanh An commune, the construction project is owned by the Management Board for Agricultural and Rural Development Construction Works.
Trần Lê Trung, a supervisory cadre of the Project Management Board, stated: “Under the contract, the work is scheduled for completion in September 2028. However, the project owner has requested the construction contractor to strive to complete the work in 2027 - ahead of contractual timelines - to accelerate the disbursement of allocated capital, avoid backloading workloads to the end of the term, and rapidly yield investment returns.”
Striving toward this set objective, the unit is coordinating with contractors and relevant stakeholders to regularly review progress and promptly resolve emerging hurdles. Concurrently, it is proactively adjusting construction methods, mobilizing additional manpower and equipment, and organizing extra shifts tailored to real-world conditions, thereby creating marked shifts in completed physical workloads and disbursement in the coming period.
In the first nine months of 2026, the Management Board for Agricultural and Rural Development Construction Works managed and deployed 754 projects. Cumulatively through September 30, disbursement reached nearly VND 345,370 million, equivalent to 63.7% of the plan and exceeding the third-quarter Growth Scenario target by 13.2%. Determining the fourth quarter of 2026 and January 2027 as favorable periods to accelerate construction - particularly as the dry season sets in - the Project Management Board has thoroughly grasped the spirit of “Progress - Quality - Discipline,” concentrating on resolving bottlenecks and expediting disbursement.
Nguyễn Thái Bình, Director of the Management Board for Agricultural and Rural Development Construction Works, stated: “The unit has demanded that contractors mobilize maximum personnel and machinery, organizing ‘3 shifts, 4 teams’ to take full advantage of favorable weather to make up for workloads delayed during the flood and rainy season. Concurrently, the board has reviewed and categorized dossiers, concentrating on thoroughly resolving bottlenecks and completing inspection, acceptance, and payment procedures. Site clearance is coordinated under the motto ‘mobilize wherever possible, verify ownership there; hand over sites wherever cleared, deploy machinery there.’”
Through September 25, the disbursement value of the Management Board for Civil and Industrial Construction Works reached over VND 2,127 billion, equivalent to 70.3% of the plan and 71.25% of actual allocated capital. This outcome establishes a solid foundation for the Board to continue accelerating in the closing months of the year, heading toward the target of disbursing 100% of assigned capital plans.
Although several difficulties and bottlenecks persist, the board identifies clearing site hurdles as a prioritized mission, proactively coordinating with local authorities and relevant entities to expedite compensation and site clearance. Wherever bottlenecks arise, focus is centered on untangling them to provide clear construction sites for contractors. Disbursement is tied strictly to completed workloads; therefore, the board formulates detailed disbursement plans down to each project and month, requiring the completion of acceptance and payment dossiers immediately upon work completion without backloading to year-end. Simultaneously, field inspections are tightened, demanding thorough quality testing and laboratory verification of input materials and equipment; contractors are urged to concentrate manpower and machinery to drive progress. Parallel to this is accelerating investment preparation procedures and finalizing legal dossiers so qualified projects can be deployed early.
Vũ Văn Ngọc, Director of the Management Board for Civil and Industrial Construction Works, stated: “The Board will maintain high concentration during the final three months of the year, identifying progress, disbursement, and project quality as overarching missions, thereby striving to complete assigned targets and allowing public investment capital to yield practical efficacy early.”
Alongside resolving bottlenecks for each specific project, Điện Biên province is flexibly deploying multiple solutions to accelerate public investment disbursement. Through September 27, cumulative 2026 investment disbursement (including rolled-over capital) reached over VND 3,960 billion, achieving 67.34% of the actual capital plan allocated to units; within this, public investment disbursement reached over VND 3,327 billion. Estimated 2026 investment disbursement (including rolled-over capital) through September 30, 2026 reached over VND 4,116 billion, achieving 70% of the actual capital plan assigned to units, within which public investment disbursement reached over VND 3,400 billion.
To foster shifts in the closing months of the year, the provincial People’s Committee continues reviewing and adjusting the Growth Scenario tied to disbursement progress; stepping up inspections of key projects to promptly untangle emerging hurdles. Departments, sectors, and project owners proactively formulate disbursement schedules for each project, specifically identifying completed workloads, remaining capital, and monthly progress milestones; coordinating closely with localities to accelerate site clearance and finalize acceptance and payment documentation immediately upon work completion. Tying disbursement outcomes to the accountability of project owners and agency heads, authorities regularly evaluate capital absorption capacity to deploy timely solutions.
Because the disbursement volume in the closing months remains substantial, tracking each project and project owner, flexibly untangling bottlenecks, and heightening execution accountability serve as vital factors ensuring public investment capital is disbursed on schedule, converted into completed works, and harnessed as a driving engine for the province’s socio-economic development.
