Enterprises join hands for Điện Biên development

ĐBP - Thousands of workers provided with employment each year, numerous works and projects invested and built, expanding coffee and macadamia production areas tied to value chains...

Behind these dynamic developments lies a substantial imprint of the entrepreneur and business community. For Điện Biên, enterprises do not merely generate goods, services, and budgetary revenue; they directly inject capital, technology, markets, and innovative methods to local people, forging resources for provincial development.

From capital flows to tangible values

The year 2026 marks a turning point in the province’s investment attraction. At the 2026 Investment Promotion Conference, Điện Biên awarded investor approval decisions and investment registration certificates to 11 investors across 12 projects with total capital exceeding VND 48,320 billion; simultaneously, it signed 22 investment cooperation memoranda of understanding (MOUs) with total committed capital exceeding VND 209,370 billion. These figures have been and are being concretized through projects on the ground.

On the morning of May 11, the Northwest Urban, Resort Tourism, and Sports Services Area in Điện Biên Phủ ward was officially broken ground by Green City Development Joint Stock Company - a subsidiary of Vingroup. Covering an area of over 228ha with a projected population of approximately 12,000 residents, the project is oriented under a “city within a city” model, integrating housing, commerce, services, resorts, education, healthcare, public spaces, and sports facilities. The project’s highlight is an 18-hole golf course complex spanning nearly 87ha alongside a system of hotels, schools, nearly 1,000 villas, nearly 2,000 adjacent townhouses, and a social housing area of nearly 10ha. From its very launch, the project created additional labor demand across construction, services, and related trades.

The Northwest Urban, Resort Tourism, and Sports Services Area Project in Điện Biên Phủ ward has its construction progress accelerated by the contractor.

Lê Khắc Hiệp, Vice Chairman of Vingroup, noted that the enterprise aims not merely to execute a project, but to create enduring value for the locality. Accordingly, the enterprise views investing in Điện Biên as a journey of accompanying the province in tapping urban, tourism, and service potential, creating jobs, and expanding economic development space. The corporation commits to mobilizing resources, executing the project ensuring schedule, quality, and strict compliance with planning, land, and environmental regulations, thereby joining the locality in establishing a new development hub in the Northwest region.

Alongside Vingroup, a series of projects across transport infrastructure, urban development, tourism, and energy are being rolled out across the province, opening new development directions. In agriculture, business partnership is demonstrated through investments in raw material areas, processing, and market expansion. Several agricultural processing projects have surveyed, selected sites, and finalized investment procedures. TH Group plans to invest in a macadamia processing plant in Chiềng Sinh; Him Lam Group is investing in a macadamia processing facility in Thanh Yên; and Cát Quế Company plans to build seven raw coffee bean preliminary processing facilities across Tuần Giáo, Mường Ảng, Núa Ngam, Na Son, Na Sang, and Nà Hỳ communes.

Coupled with processing investments, enterprises and associations have committed to market off-take, securing stable outlets for agricultural produce. TH Group committed to purchasing yields across 14,000ha of macadamia; the Việt Nam Macadamia Association committed to off-taking 50,000ha of macadamia over a 50-year term at Australian market-pegged prices; and Cát Quế Company committed to off-taking 50,000ha of coffee. In Mường Ảng, home to over 1,800ha of coffee, the engagement of Detech Coffee Joint Stock Company is expected to establish an essential link in the value chain. The firm proposed investing in a deep coffee processing factory across roughly 13ha, aiming for linkages with local growers.

Đào Ngọc Anh, Director-General of Detech Coffee Joint Stock Company, shared that when researching investment destinations, the enterprise prioritizes raw material zone potential, public consensus, and how local authorities coordinate to resolve emerging bottlenecks. The company plans to deploy the project in late 2026, striving to commission the factory in 2027. Once operational, the project will add an important link to the coffee value chain in Mường Ảng and neighboring localities, elevating processing rates and product value.

Partnering to unleash development resources

Over the first nine months of 2026, Điện Biên’s GRDP reached nearly VND 24,000 billion, up 9.81% year-on-year, surpassing the planned growth scenario by 0.12 percentage points (with Q3 GRDP alone expanding by 11.67%). Notably, industry and construction rose by 13.28%, within which industry expanded by 13.51%; the services sector rose by 10.07%. The industrial production index jumped by 15.7%, while total retail sales of consumer goods and services revenue reached nearly VND 26,000 billion, an increase of 16.87%. This demonstrates that production and business operations are generating fresh momentum for growth.

This vitality is further evidenced by the non-state economic sector. During the first nine months of the year, revenue from non-state industry and commerce reached VND 467.34 billion, an increase of 32.55% year-on-year, accounting for 27.84% of total domestic revenue. Concurrently, over 250 new enterprises were incorporated with total registered capital of nearly VND 1,900 billion, indicating that social resources continue to be mobilized into production and commercial pursuits.

The entire province currently has more than 1,670 private enterprises, contributing approximately 35% of GRDP. This scale shows that the private sector is becoming a vital resource in Điện Biên’s development path. When enterprises invest in infrastructure, production, processing, agriculture, tourism, and services, social resources are channeled and transformed into tangible projects, products, jobs, and budgetary revenue. However, to optimize resource efficiency, Điện Biên determines that partnering with enterprises is a critical requirement in improving the investment and business climate.

Addressing businesses and investors, Secretary of the provincial Party Committee Trần Tiến Dũng affirmed that Điện Biên province commits to implementing the motto: “words must match deeds, commitments must be fulfilled, pursued to the end, and executed effectively”; enhancing the efficacy of the “green lane” mechanism, eradicating situations of smooth operations at the top but gridlock at the grassroots, and addressing symptoms of avoidance, shifting responsibility, or causing harassment to enterprises and investors. The province commits to proactively understanding and promptly resolving bottlenecks for businesses and investors, while training human resources according to project demands.

Điện Biên is opening new development headroom, from commercial agriculture, tourism, trade, and services to infrastructure investment. In these domains, enterprises serve both as seekers of opportunity and as catalysts turning potential into concrete products and value. When business confidence is consolidated, the investment environment continues to improve, and corporate interests harmonize with the people’s welfare, this partnership will forge added resources for Điện Biên to develop rapidly and sustainably.
