With determination to innovate, a long-term development mindset, and synchronized solutions, the province is progressively untangling bottlenecks, creating growth-driving momentum toward green, smart, and sustainable development goals, and establishing breakthroughs for the new phase.

On October 19, Điện Biên province organized the 2026 International Investment Promotion Conference between Điện Biên province (Việt Nam), Luang Prabang province (Lao PDR), and Yunnan province (China) under the theme “Điện Biên - Trade Gateway, Converging Investment Opportunities.” The event served as an occasion for Điện Biên to promote its potentials, strengths, and investment and business climate, while enhancing connectivity and building a bridge for domestic and foreign enterprises and investors to explore cooperation opportunities and study project implementation aligned with the province’s development orientation. Through this, investment cooperation is progressively deepened, resources are utilized efficiently, markets are expanded, and economic linkages among regional localities are reinforced.

Through the event, Điện Biên sent a message welcoming enterprises and investors to explore and partner with the locality. The province committed to creating a favorable investment climate and providing timely support to resolve difficulties so that projects can be researched, deployed, and brought to fruition early. Notably, at the conference, the province awarded 20 decisions approving investors with total registered capital of approximately VND 7,500 billion. This marks an important milestone, contributing to materializing potentials and advantages into concrete projects, generating socio-economic development momentum, and unlocking sustainable growth prospects for Điện Biên.

Alongside accelerating investment attraction, Điện Biên province focuses on partnering with and assisting large-scale projects to speed up deployment, creating driving forces to spur tourism, urban development, energy, and agriculture. Typical examples include the Tourism, Resort, and Golf Course Project and the Điện Biên 1 Solar Power Project; the Mường Phăng Historical-Cultural Tourism Cable Car Complex Project; and the Huổi Phạ Urban, Tourism, and Golf Course Project. These projects are expected to efficiently exploit local potentials and advantages, contributing to diversifying growth drivers and advancing the province’s socio-economic development.

Post-merger, communes across the province have proactively innovated governance methods, synchronously executing solutions to improve the investment and business climate. Within this, priority is placed on accelerating administrative procedure reforms, elevating the validity and effectiveness of state governance, and enhancing information provision to assist enterprises and investors in accessing cooperation opportunities and smoothly implementing local projects.

In Núa Ngam commune, focusing on attracting investment while proactively accompanying and supporting businesses has progressively fostered positive transformations in production development. To date, the commune has attracted numerous scaled projects, such as: the high-tech meat and replacement gilt pig farm; the Pa Kín livestock farm project; the Na Tông pig farming project; the Miền Bắc high-tech pig farm investment project; and the Miền Bắc high-tech poultry farm in Pá Ngám village. These projects contribute to tapping local potentials and advantages, accelerating structural production transitions toward modernization, generating economic development momentum, and unlocking employment opportunities for local residents.

Nông Quang Thắng, Secretary of the Party Committee and Chairman of the People’s Council of Núa Ngam commune, stated: “The communal Party committee and administration consistently prioritize accompanying enterprises, proactively supporting and resolving bottlenecks, and creating favorable conditions for projects to proceed. Through this, we not only help stimulate local economic growth, but create jobs, elevate incomes, and improve the people’s standard of living.”

To attract and retain investors, capitalizing on potentials and advantages must proceed in tandem with improving infrastructure quality, ensuring information transparency, simplifying administrative procedures, and heightening the administration’s supportive responsibility. Recognizing these as linchpin factors determining the attractiveness of the investment climate, Điện Biên is focusing on accelerating administrative reform, refining the business environment, and progressively improving its provincial Competitiveness Index (PCI). In particular, the “green lane” mechanism, aiming to slash administrative processing times by at least 70%, is expected to generate marked shifts in workflow resolution, shorten waiting times, help enterprises and investors economize resources, and accelerate the exploration and execution of local projects.

To inject fresh momentum into the business community and drive economic expansion, Điện Biên province emphasizes mobilizing, allocating, and efficiently utilizing resources, progressively establishing a support ecosystem for enterprises, cooperatives, and household businesses to develop stably and sustainably. Along with refining mechanisms and policies, the province steps up practical support activities ranging from training, upgrading human resource quality, and management capacity-building to credit connectivity, market expansion, and digital transformation acceleration.

As a result, during the first nine months of the year, the entire province recorded 266 newly established enterprises with total registered capital of VND 1,916.434 billion, reaching 106.4% of the annual target. This outcome demonstrates that the attractiveness of Điện Biên’s investment and business climate is steadily improving, reinforcing business community confidence while infusing resources into economic development, expanding production and business operations, and generating additional employment for laborers.

With determination to improve the investment and business climate, unlock resources, and leverage the role of all economic sectors, Điện Biên is step by step cultivating new development momentum. Nine-month GRDP in 2026 is estimated to grow by 9.81% over the same period last year (with the third quarter surging 11.67%), underscoring positive signals in the province’s economic landscape. These results provide added grounds and confidence for Điện Biên to continue advancing reforms, sharpening the attractiveness of its investment climate, mobilizing social resources, and fostering robust production and business growth - thereby creating jobs, improving people’s lives, and heading toward rapid, sustainable growth goals.
