To guarantee project progress, the project developer and contractors are concentrating workforce and machinery to accelerate construction, striving to conclude the project on schedule while ensuring quality and investment efficiency.
Across construction sites, operations are progressing with urgency. In each bidding package, laborers alongside machinery and equipment are mobilized continuously, focusing on concluding structural components. Units are organizing concurrent work fronts, capitalizing on favorable weather, and adding overtime and night shifts to make up for lost time and meet scheduled milestones.
Since late August, the Hoàng Anh Investment, Trading and Service Company Limited has concentrated resources to wrap up work volumes in Package No.4. When weather permits, the enterprise mobilizes maximum personnel and heavy machinery, organizing night shifts to offset progress lags. Nguyễn Minh Tiến, technical officer of Hoàng Anh Investment, Trading and Service Company Limited, stated: “Currently, our company maintains 4 construction teams comprising over 60 workers, accompanied by 15-20 dump trucks, 9 excavators, and road rollers to deploy work across components concurrently. The teams operate under the principle of executing thoroughly and neatly at each stage, while completing inspection, acceptance, and disbursement dossiers as soon as conditions are met. The company is resolved to mobilize peak resources to guarantee completing components according to the timeline committed to the developer.”
Construction and installation Package No.4, undertaken by the Hoàng Anh Investment, Trading and Service Company Limited, carries a contract value of VND 88,638 million. To date, executed value is estimated at VND 82,173 million, equivalent to 92.71% of the contract value. Nonetheless, several embankment components remain incomplete. Among them, the vertical embankment wall has reached 1,220/1,493m; concrete frame beams have reached 869/1,494m; panel installations stand at 21,587/45,758 slabs; and the concrete walking promenade has reached 94/482m. In particular, landscaping works involving the planting of 108 trees have not yet begun. These constitute the specific segments where the contractor is concentrating resources to ensure the synchronized completion of all package components.
For remaining incomplete construction and installation packages, units are proceeding according to schedule. Among these, Weir No.1 and Weir No.2 have been completed, while the operations building for Weir No.2 continues to be finalized. Embankment upgrading from the existing weir to Thanh Bình Bridge has fundamentally completed major works, including electrical systems, railings, stone paving along promenades, connecting bridges, resting steps, viewing gazebos, dredging, and motorcycle lanes across the weir. For newly constructed embankment sections, multiple components have achieved substantial completion: vertical walls have reached 13,756/14,659m (93.84%); concrete framing for slope embankments has achieved 86.21%; precast panel fabrication stands at 78.60% with installation at 72.85%; and perimeter brick fencing has been 100% completed across 2,507m. Alongside these accomplishments, several work items still require substantial remaining efforts: concrete paving on the crest promenade stands at 60.25%; railing installation has reached 54.27%; gabion placement is at 47.21%; and tree planting has achieved 48.12%.
While several construction items have achieved high progress, schedule pressure during the final months of the year remains intense. Under the plan, the project must be completed, handed over, and commissioned in December 2026. Therefore, accelerating construction, controlling quality, and ensuring capital disbursement rates constitute paramount tasks for the developer.
Regarding Package No.8, comprising construction and equipment installation for supplementary components extending from upstream of Thanh Bình Bridge to A1 Bridge, the Project Management Board completed contractor selection and signed the contract on September 14, 2026. Immediately following contract signing, the developer directed contractors to begin construction promptly on handed-over ground. Priority is given to fabricating, manufacturing, and procuring equipment, materials, and accessories that have long lead times, while organizing tasks that can run concurrently on site. The target is to complete the package in December 2026, ensuring synchronization with the project’s other components.
According to the provincial Project Management Board for Agriculture and Rural Development Works, cumulative allocated capital for the project stands at VND 866.754 billion. As of September 27, disbursement reached VND 758.591 billion, equivalent to 87.52%. Specifically for the 2026 plan, which was allocated VND 266.388 billion, disbursement has reached VND 158.225 billion, fulfilling 59.40% of the assigned capital plan.
Nguyễn Thái Bình, Director of the provincial Project Management Board for Agriculture and Rural Development Works, stated: “The board is focusing on directing and urging contractors to accelerate construction progress in close alignment with disbursement schedules, conducting prompt inspections and acceptance for qualified completed volumes, and finalizing payment dossiers as soon as eligible. At the same time, we are stepping up oversight and inspection to guarantee that capital management, disbursement, and utilization strictly observe designated purposes, target recipients, statutory procedures, and applicable laws. According to the plan, the developer strives to fundamentally finish construction and installation Packages No.1 through No.7 within October 2026, and finalize Package No.8 in December 2026.”
With substantial remaining workloads and a narrow timeframe, speeding up construction and elevating the accountability of both the developer and contractors hold decisive significance for overall project delivery. Determination to bring the works to completion on schedule will optimize investment efficiency, strengthen disaster prevention and mitigation capacity, safeguard local livelihoods, and foster an increasingly modern, coordinated urban landscape.
