To deploy the project early, Mường Thanh ward is concentrating on resolving site clearance bottlenecks, identifying communication, mobilization, and forging public consensus as the task that must take the lead.
The family of Lê Thị Liễu, Residential Quarter 11 (Mường Thanh ward), owns approximately 1ha of productive land within the project boundary of the North Hồng Cúm New Urban Area Project, Sub-zone A. Having been attached to this land for many years, when the project commenced, Liễu’s family harbored concerns and hesitated to consent to handing over the site. However, through public meetings and direct visits by ward and residential quarter cadres to explain the policy, Liễu’s family gradually gained a clearer understanding of the project, compensation and support policies, and relevant legal entitlements, ultimately reaching consensus.
Beyond Liễu’s household, Residential Quarter 11 counts over 100 households located within the project scope. According to Trần Văn Thuận, Head of Residential Quarter 11, to build consensus, the quarter regularly organizes meetings, conducts communication, and visits each household directly: “We have conducted outreach and mobilized citizens to implement the project early. To date, several households have expressed support and received compensation funds for site clearance,” Thuận stated.
The project covers a total area of over 48.5ha with a population scale of approximately 5,564 people, aiming to establish a new urban area with synchronized technical infrastructure, incorporating commercial centers, service, and cultural functions, connected with the water surface landscape space of the Nậm Rốm River. The project contributes to finalizing planning and expanding the urban space of the province.
To implement the project, across Mường Thanh ward, more than 45.5ha of land requires compensation and site clearance, involving 312 households and individuals alongside 3 organizations. Given the substantial workload directly affecting numerous households, the Ward People’s Committee identified communication, mobilization, and fostering public consensus as the key task from the outset. The ward mobilized the participation of the entire political system; coordinating with the Site Clearance Communication Steering Committee, the Ward Việt Nam Fatherland Front Committee, socio-political organizations, residential quarters, and specialized agencies to conduct direct outreach to each household.
Trần Sỹ Quân, Vice Chairman of the Mường Thanh ward People’s Committee, stated: “The ward People’s Committee assigned cadres to take charge of specific household groups, regularly grasping thoughts and aspirations while explaining issues that citizens still feel hesitant about. Within residential quarters, grassroots forces serve as an effective bridge, delivering comprehensive and timely information to each family.”
Alongside communication, the ward emphasizes public disclosure of compensation, support, and resettlement schemes so that citizens can examine them, voice feedback, and exercise their statutory rights. Unclear points are explained directly by specialized agencies; petitions exceeding local competence are consolidated and reported to competent authorities for consideration and settlement. This grassroots-grounded approach is progressively creating positive shifts in site clearance. To date, Mường Thanh ward has completed cadastral surveying for over 45.5ha; verified landownership for 287 out of 319 households, individuals, and organizations across an area of 41.5ha; and verified land origins for 110 households, individuals, and 1 organization, covering an aggregate area of 18.3ha.
Concurrently, immediately upon receiving advance funding provided by the investor, the ward People’s Committee established two working task forces to publicly post compensation schemes and mobilize households to receive compensation funds and hand over site land ahead of schedule. To date, over VND 9.56 billion has been disbursed across 40 land parcels, spanning an area of more than 6.1ha.
The ward is continuing to conduct rigorous reviews of each dossier, particularly land-use origins, acreage, land categories, eligible compensation subjects, on-land assets, and support policies. For households whose schemes have been drafted and are publicly posted, cadres will continue direct communication and mobilization to promptly resolve lingering bottlenecks. Following the public posting period, citizens’ feedback will be compiled, absorbed, and clarified; schemes will be finalized for appraisal, approval, disbursement organization, and site handover across qualified parcels.
According to Trần Sỹ Quân, Vice Chairman of the Mường Thanh ward People’s Committee, the ward’s viewpoint is not to chase progress at all costs, but to excel in mass mobilization, public transparency, and the thorough settlement of citizens’ legitimate petitions. When people clearly comprehend policies and see their lawful rights guaranteed, consensus will translate into concrete actions.
With the North Hồng Cúm New Urban Area Project, Sub-zone A, every consenting household and every handed-over plot represents another step bringing the project closer to realization. From the cleared sites created today, a new urban space is progressively taking shape, unlocking further development headroom for Mường Thanh ward and the central zone of the province.
