Leveraging youthful vigor and the courage to think and act boldly, Quàng Thị Minh Trang, from Hoong Lếch village, Thanh Yên commune, successfully established an integrated VAC (garden - pond - livestock) economic model generating an annual income of over VND 150 million, while actively participating in local activities. Her efficient economic model has spread an entrepreneurial spirit among women’s union members and local residents.

Quàng Thị Minh Trang shared: “As a Party member, I must do it first so that fellow villagers see and believe. If I do not boldly test the waters myself, it is difficult to mobilize people to follow. Therefore, when encouraging villagers to jointly develop duck and chicken husbandry models, I did it myself first, persistently researching, caring for the livestock, and proving its efficacy. Only when the model yielded results did I mobilize households to join. For villagers, visible real-world outcomes are always the most persuasive approach.”

The Party Committee of Thanh An commune has 1,279 Party members. In the spirit of daring to think and act, over recent times, every Party member across Thanh An commune has upheld a high sense of responsibility, taking the lead in economic development, new rural construction, and cultural life across residential clusters. Thanks to this, the new rural appearance has become increasingly vibrant, and living standards have steadily improved; in 2025, the commune’s poverty rate dropped to 3.67%.

Hoàng Hữu Chình, Permanent Deputy Secretary of the Thanh An commune Party Committee, shared: Party members across the commune consistently promote a pioneering spirit, actively renewing mindsets, boldly applying scientific and technological advances into production, restructuring crops and livestock patterns, and forming numerous high-efficiency economic models. Furthermore, Party members serve as an exemplary core in outreach and mobilization, encouraging residents to donate land, working days, and funds to build rural infrastructure works, maintain environmental sanitation, and safeguard security and order, contributing to perfecting and elevating new rural criteria.

The pioneering spirit of cadres and Party members is vividly demonstrated in digital transformation. Beyond proactively studying and familiarizing themselves with technology, Party members actively guide and assist the public in accessing digital platforms, using online public services, and applying digital utilities in daily life. From seemingly simple procedures, the proactiveness of each cadre and Party member has helped bring digital transformation closer to the people; progressively shaping digital habits and creating momentum to accompany citizens in building digital government and digital society.

In her daily work, Phạm Thị Nhài, a civil servant at the Mường Ảng commune Public Administrative Service Center, noticed that not every citizen easily finds the necessary information. From that, she proactively advised on developing the commune’s electronic portal, categorizing administrative procedures by sector, and compiling implementation steps, dossier components, fees, charges, and templates to make them accessible and comprehensible for the public. In particular, she advised on generating and applying QR codes for each administrative procedure, publicly displayed directly on the noticeboard of the Public Administrative Service Center. With a single scan on their mobile phones, citizens can swiftly look up essential information regarding dossier compositions, workflows, procedures, and processing times.

Nhài shared: “I believe that if we can make procedures easier to find, understand, and complete, citizens will spend less time traveling and waiting. These are modest utilities, but if they help the public handle affairs more conveniently, I think it is also a way for grassroots-level cadres to demonstrate responsibility and initiative in digital transformation.”

Translating workplace initiatives into concrete efficiency, the proactiveness of grassroots-level cadres like Nhài has contributed to elevating the quality of administrative procedure settlement at the grassroots-level. Over the first nine months of 2026, Mường Ảng recorded 985 out of 985 administrative procedure dossiers and settlement outcomes digitized; 100% of online dossiers were processed ahead of deadline. The satisfaction rating from citizens and enterprises using online public services reached a perfect 18/18 points.

As of June 30, 2026, the provincial Party Committee has 51,703 Party members. Promoting their pioneering, exemplary roles, the contingent of Party members across the province has concretized responsibilities through practical actions, proactively leading the way in economic development, cultural life construction, security and order preservation, and mobilizing the people to implement guidelines and policies. From the pioneering and exemplary conduct of Party members, numerous socio-economic development movements and models have been deployed effectively, creating widespread resonance and rallying public participation. According to the provincial Party Committee’s evaluation for the first six months of 2026, 95.4% of Party members across the entire Party Committee were appraised and classified; among them, 98.2% accomplished their tasks well, and 16% accomplished their tasks excellently.

Promoting the pioneering, exemplary roles of Party members is not only an imperative in Party building and rectification, but also a vital factor in consolidating public trust and generating widespread momentum in carrying out local development tasks. When each Party member genuinely pioneers tasks close to the people and attuned to the grassroots-level, daring to think and act, guidelines and resolutions will be concretized into tangible real-world outcomes. From there, each Party cell and each locality gains leading nuclei, creating momentum for cadres, Party members, and the people to join forces and work with one mind to build a developed, steadfast Điện Biên along the new journey.
