In recent years, the provincial DoCST has actively promoted a reading culture across the community through practical initiatives. These include advising the provincial government to issue various programs and plans for developing libraries and a culture of reading; organizing book introduction campaigns at public libraries; and running mobile library events for schools, organizations, and communities in highland, border, and economically disadvantaged areas, especially among ethnic minority groups.

Additionally, the department has organized numerous reading promotion events, book fairs, national book days, and the reading culture ambassador contest.
These efforts have significantly raised public awareness, reshaped reading habits, and cultivated reading skills among residents. They have contributed to the broader development of a reading culture, fostering intellectual growth, critical thinking, and personal character. In turn, this supports the goal of building a well-rounded, law-abiding, and morally grounded Vietnamese citizen.
