Boosting tourism in Điện Biên

ĐBP - Leveraging its tourism potential, Điện Biên province has in recent years paid special attention to promotion and marketing, organizing a series of large-scale activities with regional and national reach. Yet to truly become the “heart of the Northwest” and an attractive tourism hub, Điện Biên needs not only policy direction from authorities but also active participation from businesses and local communities.

Tourism has been identified as a key economic sector, with strong growth in recent years. State management has been strengthened, infrastructure upgraded, and both visitor numbers and tourism revenues have steadily risen. The industry is contributing more to provincial GRDP, helping shift the local economy toward services.

To maximize its advantages, Điện Biên has stepped up tourism promotion by studying markets, supporting local businesses, and connecting with travel operators nationwide. From the beginning of 2025, the province has staged multiple promotional events across the country. A highlight was the Tourism Promotion and Development Conference for the Northwest and Ho Chi Minh City, held during the “Northwest Essence - Điện Biên 2025” festival, co-hosted by Điện Biên, other Northwest provinces, Ho Chi Minh City, and travel firms. The event aimed to stimulate both local and regional tourism while attracting more domestic and international visitors.

Building on Ho Chi Minh City’s regional cooperation initiative, a tourism partnership agreement between the city and the expanded Northwest provinces for 2021-2025 was officially launched in November 2020, playing a key role in reviving the sector after Covid-19. Since then, tourism promotion in these localities has been revitalized with a series of high-profile events, showcasing the land, culture and people of both the Northwest and Ho Chi Minh City. Over the past five years, the partnership has delivered remarkable results, underscoring the effectiveness of regional cooperation in tourism development. Survey activities have also helped connect and guide businesses in creating new products, including linked tours such as “Ho Chi Minh City - Northwest ban flower season”, and promoting combined offerings like MICE tourism in Ho Chi Minh City with community, eco, and adventure travel in the Northwest.

While Điện Biên tourism is “taking off”, promotion and marketing alone are not enough. It also requires effective policy support for local businesses. Currently, the Hà Nội - Điện Biên air route operates 11 flights per week with an average seat occupancy of around 80%. In the first eight months of 2025, nearly 100,000 passengers traveled by air to and from Điện Biên, up 4% year-on-year. This rising demand highlights the growing appeal of air travel to the province and provides positive signals for Vietnam Airlines to consider expanding services, including a potential Hồ Chí Minh City - Điện Biên route. However, launching a new route depends on multiple factors, with travel demand being the most decisive. At the 2025 Northwest - Hồ Chí Minh City Tourism Promotion and Development Conference, a Vietnam Airlines representative confirmed the airline views this as a long-term direction and is ready to open new routes once there is coordinated policy support, market stimulation, and guaranteed efficiency. Alongside aviation services, Vietnam Airlines is also actively promoting OCOP products. For example, with macadamia nuts, the airline and Điện Biên authorities are finalizing preparations to include the product on in-flight menus.

Strategically located as a gateway between Vietnam’s Northwest and northern Laos and northern Thailand, Điện Biên enjoys favorable conditions to foster cultural and tourism exchanges. The province borders Luang Prabang and Phongsaly in Laos and has hosted numerous cross-border cultural-tourism events. Highlights include organizing the third Vietnam-Laos Border Provinces Cultural, Sports and Tourism Exchange Festival, and co-hosting the Northwest - Hồ Chí Minh City Cultural and Tourism Week in Luang Prabang. In November 2025, Điện Biên will host the ninth Vietnam - Laos - China “ném còn” festival (throwing a sacre ball through the ring).

For northern Thailand, Điện Biên lies just a day’s drive from the border and is a familiar stop on caravan routes (by car or motorbike) linking Chiang Mai, Nan, Phayao, and Phrae through northern Laos into Vietnam via the Tây Trang international border gate.

Still, attracting tourists from Thailand, Laos, and other international markets faces hurdles. Road and air infrastructure remain underdeveloped, with no direct flights and lengthy road travel times. Support services such as vehicle maintenance along overland routes are inadequate. Tourism products, particularly high-end services, are not yet appealing enough for Thai travelers, while English and Thai language skills among local tourism staff remain limited.

To strengthen regional links and draw more visitors from Thailand, Laos, and beyond, Điện Biên needs investment in new tourism products, upgraded destinations, and well-designed package tours. At the same time, improving road infrastructure across the Northwest is vital to cut travel times and increase competitiveness. Authorities should also explore new air routes connecting Hồ Chí Minh City with Luang Prabang, Chiang Mai, and Điện Biên Airport to make the region more accessible to international travelers.
