Xa Dung determined to build a drug-free area

ĐBP - Xa Dung commune features 42 villages with more than 15,800 residents, over 90% of whom belong to the Hmông ethnic group. Having once been an area harboring multiple potential drug risks due to its location along complex bordering routes between Điện Biên and Sơn La provinces, Xa Dung is now step-by-step generating positive turnarounds right from the grassroots level.

Strategic resolutions and bilingual communication

Building a drug-free area is identified as a long-term mission demanding the drastic involvement of the entire political system and the consensus of the people. In 2025, the Party Committee and People’s Committee of Xa Dung commune enacted Resolution No.06 regarding the construction of a drug-free commune, deploying numerous concrete plans to every village and household. The commune Police force was assigned to serve as the core advisory body for local party committees and authorities to direct the execution.

Alongside having households sign commitments to maintain a “drug-free village” and a “drug-free family,” drug prevention and control contents are seamlessly integrated into village meetings, community activities, and the Great National Unity Festival. The grassroots-level loudspeaker system, social media networks, and local Zalo groups are fully utilized to transmit information and warn about the harmful impacts of narcotics. Notably, executing dissemination bilingually in both Vietnamese and the Hmông language has significantly upgraded the awareness of highland residents.

Sùng Thị Dợ, a resident of Phì Nhừ B village, stated: “With the police regularly conducting dissemination, the villagers clearly understand the harmful effects of drugs. My family always reminds our children and grandchildren not to violate the law, and not to illegally traffic or use narcotics.”

Xa Dung commune police officers regularly go to the grassroots level to grasp the situation and conduct legal education dissemination for local residents.

Additionally, the movement of all people participating in drug prevention and control is materialized through building drug-free villages and family lineages. Prestigious individuals, village heads, and grassroots-level mass organizations promote their core roles in mobilizing the People.

Thào A Dếnh, Head of Phì Nhừ B village, shared: “We regularly hold public meetings to mobilize families to jointly manage and educate their children. The villagers have upgraded their spirit of vigilance, actively coordinating with the police force in crime prevention to preserve a peaceful life for the village.”

Professional crackdowns and anti-drug enforcement statistics

In parallel with communication efforts, the Xa Dung commune Police force proactively grasps the local terrain and intensifies the struggle against drug crimes. Specifically in 2025, the Xa Dung commune Police directly discovered and arrested 9 cases involving 10 drug crime subjects, seizing 15.06 grams of heroin, 479 synthetic drug pills, and multiple related exhibits. Most notably, they coordinated with the Drug Crime Investigation Department of the provincial Police to struggle against and dismantle 3 major cases, arresting 4 subjects and seizing 34 bricks of heroin along with 2,000 synthetic drug pills. No locations for organizing or harboring illegal drug use have been allowed to emerge in the area, and no re-cultivation of drug-containing plants has occurred.

During the first six months of 2026, the Xa Dung commune Police presided over struggles to arrest 5 cases involving 5 drug crime subjects, seizing 90 synthetic drug pills and 4.88 grams of heroin as exhibits. They also coordinated with the Drug Crime Investigation Department of the provincial Police to arrest an additional case with 1 subject, seizing 1 brick of heroin.

Concurrently, the management of drug addicts, compulsory rehabilitation, Methadone replacement therapy, and post-rehab management are tightly executed, helping numerous cases step-by-step reintegrate into the community. Currently, the commune Police manages 23 addicts, 17 illegal drug users, and 16 post-rehab management cases.

Lieutenant Colonel Nguyễn Hải Trung, Chief of the Xa Dung commune Police, stated: “The terrain is vast and our force remains thin, while drug criminals operate with increasingly sophisticated methods. Therefore, beside proactively struggling and strictly handling violations, the Commune Police determines that we must promote the strength of the entire political system and the role of the public in prevention. The immediate target is to step-by-step reduce the number of addicts and illegal drug users, prevent hot spots from forming, and strive to build Xa Dung into a drug-free commune by 2030.”

Driven by the drastic involvement of the entire political system and the backing of the People, Xa Dung is step-by-step realizing its objective of constructing a safe, healthy area and firmly preserving peace in the highlands.
