The delegates have consistently strived to represent the will and aspirations of the people, playing a vital role in maintaining political stability, driving socio-economic growth, and ensuring national defense and security across the province.
From the very beginning of the term, the council faced immense pressure as global fluctuations and domestic economic hurdles mounted. The first half of the term was particularly difficult, with the Covid-19 pandemic disrupting every aspect of local life, followed by abnormal natural disasters that tested the management and operational capabilities of the government at all levels.
In this demanding context, under the leadership of the provincial Party Committee and through close coordination with the provincial People’s Committee, the Vietnam Fatherland Front, and various mass organizations, the Council successfully fulfilled its role as the local organ of State power. Delegates demonstrated high levels of responsibility, proactively researching and debating critical issues that directly impacted the livelihoods of citizens and the overall development of the province. Every resolution passed remained strictly aligned with Party guidelines, legal regulations, and local realities.
A major milestone of the 2021-2026 term was the issuance of 398 resolutions. these documents served to legalize Party policies into specific tasks across various sectors, ensuring that central government policies were adapted to fit local needs and the legitimate aspirations of the people. Consequently, the People’s Committee and various agencies were able to implement these measures effectively, unlocking the province’s potential and maintaining social order. Trần Xuân Bình, a voter from Residential Group 6 in Điện Biên Phủ ward, noted that delegates showed a genuine commitment by frequently visiting the grassroots level to listen to residents and reflecting those concerns at meetings, which led to visible positive changes in production and daily life.
Innovation in operations served as a hallmark of this term. The council aggressively pursued digital transformation by integrating information technology into its sessions. The implementation of the “Paperless meeting” software was a breakthrough, allowing delegates to access documents early and conduct voting more efficiently, marking a major step forward in building a digital government. This modern approach was complemented by a commitment to transparency and accessibility.
Beyond the assembly hall, delegates maintained regular contact with voters. Since the start of the term, the Standing Board of the council has held receptions for 157 individuals and processed 289 petitions. Out of these, 59 eligible petitions were forwarded to competent authorities for resolution, while guidance was provided for 78 others, significantly bolstering public trust in the representative body.
Voter Trịnh Thị Ngọc from Sam Mứn commune shared that the council’s activities have become increasingly innovative and closer to the people. She emphasized that through field supervisions and meetings, delegates gained a deeper understanding of local hardships, enabling them to propose more practical policies.
Looking back at the 2021-2026 term, the provincial People’s Council has solidified its position within the political system. From reforming meeting formats to enhancing the quality of oversight and maintaining a close bond with the community, the council has set a high standard of dedication. As a new chapter begins, the council is expected to continue its journey alongside the government and the people to build a prosperous, beautiful, and sustainable Điện Biên.
