The conference was held in person at the Diên Hồng meeting hall within the National Assembly Headquarters and connected online to 31,097 bridge points at the central level, in provinces, cities, communes, wards, and special zones, as well as Party organizations within the military, police, and enterprises.

Attending the conference at the Điện Biên province point were Trần Tiến Dũng, Member of the Party Central Committee and Secretary of the provincial Party Committee, along with members of the Standing Board of the provincial Party Committee, the People’s Council, and leaders of the provincial People’s Committee; among others.

The conference focused on new points, core contents, and breakthroughs within the Resolution of the 14th National Party Congress. Based on these insights, Party committees at all levels are to lead and direct the development of action programs to organize the implementation of the Resolution. At the same time, the spirit of the Congress will be widely disseminated throughout the entire Party, people, and army to create a unity of will and action during the implementation process, helping officials and Party members firmly grasp the essential contents and innovations in the documents of the 14th Congress.

Delegates at the conference listened to Party and State leaders present ten thematic topics. These covered new and core issues along with experiences from 40 years of renovation found in the documents of the 14th Congress, the specific action program for implementation, and a summary report on Party building during the 13th term. Further presentations focused on the 15-year review of the Party Charter implementation from 2011 to 2025, alongside directions and tasks for Party building in the 14th term. The conference also evaluated five years of the 2021-2030 socio-economic development strategy and outlined the development plan for the 2026-2030 period, while emphasizing the power of great national unity in building and protecting the Fatherland in the new era.

In his directive speech, General Secretary Tô Lâm affirmed that the conference opened a deep and wide political activity space to unify will and action, creating a foundation to bring the Resolution of the 14th Congress into daily life. The conference also clarified immediate key issues and identified major orientations for the entire term and the future. The General Secretary requested that, immediately after this conference, all Party committees, organizations, authorities, the Fatherland Front, and socio-political organizations must urgently concretize the Resolution of the 14th Congress into action programs and plans suitable for their specific functions, tasks, and practical conditions. He emphasized the need to clearly identify tasks that must be done immediately to ensure synchronous and effective implementation.
