Turning people’s voices into meaningful action

ĐBP - Listening to the people is not only a responsibility but also a vital bridge that connects the Party’s will with the people’s aspirations. In recent years, through various flexible and accessible approaches, particularly the recent “Listening to the people” Conference organized by the Vietnam Fatherland Front Committee of Điện Biên province, a trusted platform has been created for citizens to express their views. This initiative has helped address issues arising at the grassroots level, foster social consensus, and strengthen the great national unity bloc.

With the desire to gain a fuller understanding of the concerns and aspirations of grassroots communities, the Vietnam Fatherland Front Committee of Điện Biên province recently organized the first “Listening to the people” Conference of 2026. The event brought together nearly 400 delegates who work closest to local residents, including Party cell secretaries, residential group leaders, heads of Front Working Committees in residential areas, and representatives speaking on behalf of residents from Điện Biên Phủ ward, Mường Thanh ward, and Thanh Yên commune.

More than simply a forum for citizens to express their concerns and recommendations arising from daily life, the conference demonstrated the determination of the Fatherland Front to listen to the people with sincerity and openness. Every thoughtful opinion was welcomed, and every legitimate aspiration was given due consideration, contributing to the development of a government that is increasingly people-centered and service-oriented.

According to Vi Thị Xiên from Noong Nhai 2 village, Mường Thanh ward, the conference was a practical forum reflecting the Fatherland Front’s respect for and responsiveness to the voices of the people. She shared: “I am very pleased to attend the “Listening to the people” Conference. It provides an opportunity for residents to directly express their concerns, aspirations, and difficulties encountered in everyday life. I hope that the opinions and recommendations raised by citizens will receive timely attention and resolution.”

In an open, democratic, and objective atmosphere, delegates brought authentic grassroots perspectives to the conference, highlighting issues that continue to affect people’s lives. Matters relating to land administration, compensation and site clearance, land-use right certificates, resettlement support, environmental protection, social welfare, employment, digital transformation, administrative reform, and policies for part-time workers in villages, hamlets, and residential groups were all discussed frankly and constructively.

Alongside these concerns, many delegates also presented thoughtful proposals aimed at contributing to the development of Điện Biên province. Priorities such as investing in transportation infrastructure, improving living standards, enhancing the investment environment, and creating more employment opportunities were identified as important solutions for promoting sustainable socio-economic development in the years ahead.

Representing the concerns and aspirations of local residents, Vũ Thị Lộc, Head of Residential Group No. 1 in Điện Biên Phủ ward, urged relevant authorities to promptly consider and implement food-support payments for households directly engaged in agricultural production that had handed over farmland for the Điện Biên Airport Expansion Project. According to Lộc, resolving this issue in a timely manner would not only protect the legitimate rights and interests of residents but also help build public consensus during the implementation of major development projects.

Every opinion expressed at the conference received serious and responsible attention from leaders of the provincial People’s Committee and representatives of provincial departments, agencies, and local authorities. Many issues of concern to residents were openly discussed, thoroughly explained, and assigned appropriate solutions. Beyond simply receiving recommendations, the conference created opportunities for direct dialogue between the government and the people, ensuring that grassroots concerns were understood and legitimate aspirations addressed. In doing so, it helped remove practical obstacles, improve the quality of public services, and foster a cadre and civil service system that is increasingly responsible, people-oriented, and dedicated to serving the public.

Recognizing and highly appreciating the thoughtful and practical contributions made by participants, Mùa A Vảng, Alternate Member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, and Chairman of the Vietnam Fatherland Front Committee of Điện Biên province, emphasized that every recommendation made at the conference reflected citizens’ concern and responsibility for local development. He noted that these opinions also constitute an important source of information for Party committees and authorities at all levels, enabling them to better understand grassroots difficulties and promptly implement solutions. Furthermore, the conference provides a basis for agencies and organizations to continue improving governance methods, enhance service quality, and build a government that remains close to, responsive to, and accountable to the people.

Mùa A Vảng called upon Party committees, People’s Committees of communes and wards, and relevant provincial agencies to promptly review and comprehensively compile public recommendations. Authorities were urged to focus on resolving matters within their jurisdiction, especially those directly affecting the legitimate rights and interests of citizens, and to avoid prolonged delays. Provincial departments and agencies, based on their assigned responsibilities, were also encouraged to strengthen coordination, provide timely professional explanations, and advise on the resolution of issues raised by residents within their areas of management.

He further stressed the importance of continued cooperation and support from local residents in implementing socio-economic development tasks. Citizens were encouraged to uphold solidarity, comply with Party guidelines and State laws and policies, actively participate in oversight activities, provide feedback, and contribute ideas to help build an increasingly transparent and effective political system.

It can be affirmed that when the voices of the people are respected and translated into concrete, effective actions, Party policies truly come to life. Listening to the people in order to act for the people must become more than a slogan; it should serve as a guiding principle throughout the political system, contributing to the continued development and prosperity of Điện Biên province.
