The people’s heart - A solid fortress protecting Party’s ideological foundation

ĐBP - In the context of hostile forces increasingly exploiting ethnic and religious issues to distort the Party’s guidelines and policies, Điện Biên province has been strongly promoting the role of the people in protecting the Party’s ideological foundation.

Through many flexible and grassroots-oriented approaches, party committees and authorities at all levels have consolidated the people’s trust, building a solid “people’s heart posture”. When the people agree, trust, and actively participate in the fight against malicious and toxic information, it becomes an important “shield” contributing to maintaining political stability and protecting the Party right from the grassroots level.

Điện Biên is a mountainous province with 455.573km of borderline, holding a particularly important strategic position in national defense and security. The entire province currently has 19 fraternal ethnic groups living together, with uneven intellectual standards and the lives of a segment of the population still facing difficulties. This is also an area where hostile forces frequently exploit ethnic, religious, and livelihood issues to incite and divide the great national unity block, disseminating false claims to sabotage the Party and the State.

Clearly recognizing this, over the past years, party committees and authorities at all levels in the province have always identified building the “people’s heart posture” as a central and cross-cutting task. All socio-economic development policies and guidelines aim to improve the material and spiritual lives of the people; paying attention to promptly resolving pressing issues right from the grassroots level. When people’s lives are improved and their trust in the Party and State is consolidated, it forms a solid foundation to fight and refute wrong and hostile views.

The Vietnam Fatherland Front Committee of the province and socio-political organizations continue to promote their core political roles in launching, guiding, and organizing the implementation of patriotic emulation movements and major campaigns launched by the Central and provincial levels. The focus is on campaigns and movements such as: “All people unite to build new rural areas and civilized cities” associated with building a cultural life in residential areas; “Vietnamese people prioritize using Vietnamese goods”; “The whole country joins hands to build new rural areas”, and “For the poor - Leaving no one behind”. The movements are implemented in association with political tasks and social security and sustainable poverty reduction programs, creating a deep spread and mobilizing the participation of organizations, businesses, and the people.

The Secretary of the Party Cell of Cói Bánh village, Mường Ảng commune, disseminating and mobilizing people to eradicate hunger and reduce poverty sustainably.

In the first 5 months of the year, the “For the Poor” Fund received and allocated over VND 9,244 million to agencies, units, communes, and wards to present 13,430 Tet gifts to poor households, near-poor households, households with particularly difficult circumstances, and families affected by natural disasters in the province. At the same time, it deployed support to build 162 Great Solidarity houses for poor and near-poor households in 2026 with a total cost of VND 8.1 billion.

Political and ideological dissemination and education are implemented deeply and widely with many forms suitable for each area and audience. With the role of a core force in ensuring security and order in the border area, the Border Guard Command of Điện Biên province coordinates with local party committees, authorities, and relevant forces to step up dissemination through many forms such as loudspeakers, the “Border Guard Loudspeaker” model, and theatricalization. It has organized 524 dissemination sessions for 19,349 arrivals of people in border areas and broadcasted 2,811 hours, contributing to raising awareness and consciousness of complying with the Party’s guidelines and the State’s laws among the people.

Quàng Văn Thoại, a resident of Xôm village, Mường Nhà commune, shared: “Through the dissemination sessions of border guards and commune officials, people in the village better understand the Party’s guidelines and the State’s legal policies; while raising vigilance against bad information and distorted claims on social media. The people are also more conscious in maintaining security and order, uniting to help each other develop the economy, and building peaceful villages.”

Promoting the effectiveness of dissemination and mobilizing the people, communes in the province have proactively built a solid “people’s heart posture” right from the grassroots level. Mường Pồn has a borderline 27.381km long bordering Laos. The commune has 22 villages, of which 6 border the frontier. Identifying the protection of the Party’s ideological foundation and fighting to refute wrong and hostile views as a crucial and regular task; it focuses on promoting the nuclear role of cell secretaries and village heads in disseminating and mobilizing people to well implement the Party’s guidelines and the State’s policies and laws.

Lường Văn Bình, Secretary of the Party Cell of Lĩnh village, shared: “Through cell meetings, village meetings, and mass organization activities, we integrate dissemination on preventing and combating the ‘peaceful evolution’ plot, mobilizing the people to raise their vigilance against false information, not listening to, and not believing in the inciting claims of bad subjects.”

In the context of the strong development of information technology and social media, hostile forces are increasingly stepping up their activities of exploiting cyberspace to post and spread false information, distorting the Party’s guidelines and the State’s policies and laws in order to cause public confusion and divide the great national unity block.

Faced with that situation, Điện Biên province has proactively stepped up dissemination and political-ideological education; raising awareness, political bravery, and the spirit of vigilance for cadres, party members, union members, association members, and the people against bad and toxic information on the internet and social media. Associations and mass organizations in the area actively coordinate to disseminate and guide people to access official information sources, improve skills in identifying and filtering information, and use social networks safely, civilly, and effectively. At the same time, they spread positive information, examples of good people and good deeds, good models, and effective practices as well as outstanding achievements in socio-economic development, Party building, and ensuring national defense and security.

Hồ Chính Hóa, Secretary of the Si Pa Phìn commune Youth Union, shared: “Currently, social media is developing strongly, so orienting information for Youth Union members is very important. The commune union regularly coordinates to disseminate and guide members to identify bad and toxic information, and how to use social media safely and civilly. At the same time, we actively share official information and spread examples of good people and good deeds, contributing to creating a positive information environment and raising the awareness and responsibility of the youth in protecting the Party’s ideological foundation.”

The people’s heart is always the most solid “fortress” protecting the Party’s ideological foundation. When the people agree, trust, and join forces with party committees and authorities to build their homeland, all sabotage plots of hostile forces will fail. Promoting the strength of the people not only contributes to maintaining political stability and protecting the Party’s ideological foundation but also creates an important driving force for Điện Biên to rise up and develop comprehensively.
