Members also discussed and exchanged views on the preparation of the detailed outline for the Political Report of the Provincial Party Committee for the 15th Provincial Party Congress (2025–2030 term), based on a preliminary draft. The committee reviewed and analysed the proposed theme for the congress, with the majority favouring the first option. They suggested refinements, including adding or adjusting specific elements to ensure the theme remained concise and impactful. The members also contributed ideas on the guiding principles for the congress, as well as the structure and detailed content for each area outlined in the draft.

In his remarks, Permanent Deputy Secretary of the Provincial Party Committee, Mùa A Sơn, acknowledged the valuable input from the members. Regarding the formation of the Editorial Team, he tasked the Provincial Party Committee Office with coordinating with the Organisation Commission to move forward with the plan, proposing a team of 9 to 11 members.

On the preliminary outline, he urged the working group to adhere closely to Central Government regulations and the provincial development plan, while also reflecting the mid-term review. He endorsed the members' suggestions on the congress theme, narrowing the options down to two—Option 1 and Option 2. He stressed that whichever option is chosen, it must be well-founded and convincing. Comrade Mùa A Sơn also provided specific feedback and further suggestions on the content of the preliminary outline.

He concluded by calling on committee members to take their responsibilities seriously, provide sound advice, and ensure the successful preparation of the draft documents for the 15th Provincial Party Congress.
