Studying Party resolutions through online contests

ĐBP - No longer confined to formal conferences or thick documents, studying and thoroughly grasping Party resolutions are being renewed through closer, more flexible formats. In Điện Biên, organizing online contests to learn about resolutions has proven distinctly effective.

Through each question, core contents and new points of resolutions are conveyed vividly, enabling cadres, party members, and local people to proactively study, memorize, and translate resolutions into life.

As a mountainous locality where conditions for accessing information vary across areas, Điện Biên identified renewing forms of communication and dissemination of Party guidelines and policies as an essential requirement. Digital applications in organizing contests about resolutions on the network environment are opening up a convenient learning method aligned with trends and accessible to large numbers of cadres, party members, union members, association members, and residents.

The Party Committee of the provincial Việt Nam Fatherland Front organizing a conference to study, thoroughly grasp, disseminate, and implement Party resolutions, directives, conclusions, and regulations for all cadres and party members across the Party Organization.

With online tests, participants do not need to be physically present at a specific location or allocate a fixed time slot to study. Equipped only with a smartphone or internet-connected computer, cadres and party members can proactively join contests anywhere. Contents originally presented in official texts with dense terminology, figures, and specific targets are transformed into concise, intuitive question systems, enabling test takers to read, reflect, and memorize simultaneously.

Nguyễn Bá Trung, an office cadre of Na Son commune, noted that online contests facilitate learning about resolutions much more conveniently, particularly for grassroots personnel. Instead of setting aside large blocks of time to read extensive documents, cadres can take advantage of suitable moments daily to participate. Through each question, one gains added motivation to reread resolutions, especially new contents, targets, and tasks linked to local realities, while repeated participation reinforces long-term memory.

The online contest titled “Learning about the Resolution of the 14th National Party Congress, the Resolution of the 15th provincial Party Congress for the 2025-2030 tenure, and Action Program No.40-CTr/TU dated March 3, 2026, of the provincial Party Committee on implementing the Resolution of the 14th National Party Congress” was organized by the Commission for Information, Education and Mass Mobilization of the provincial Party Committee. Taking place from June 1 to June 20, 2026, across three weekly stages, the contest created favorable conditions for broad participation.

The contest creates strong widespread influence across the entire provincial Party Organization.

Notably, the question bank was developed from official documents, resolutions, and materials of the central and provincial levels, focusing on core contents and new points of the Resolution of the 14th National Party Congress, the Resolution of the 15th provincial Party Congress, and Action Program No.40-CTr/TU. This design required test takers not only to answer questions but also to read and examine reference materials to master foundational issues of the resolutions.

After three weeks, the contest attracted 47,838 participants with 99,761 test submissions. Participants came from diverse backgrounds, including cadres, party members, civil servants, public employees, youth unionists, association members, armed forces personnel, students, and citizens from all walks of life. The total number of submissions was more than double the number of individual participants, demonstrating that people did not stop after a single attempt but continued studying, reviewing, and participating across multiple weeks.

Test quality also reflected serious study attitudes among participants. Over three weeks, 13,930 individuals achieved perfect scores across 21,547 test entries. Notably, the number of participants achieving perfect scores increased each week, rising from 2,797 in the first week to 4,904 in the second week and 6,229 in the third week. According to the organizing board, this result reflected proactive document study and firm mastery of fundamental, core, and new contents within the resolutions.

According to the Commission for Information, Education, and Mass Mobilization of the provincial Party Committee, the contest contributed to raising political awareness, forging consensus in thought and action, and promoting the study, assimilation, and implementation of Party resolutions. Organizing the contest on digital platforms leveraged the effectiveness of information technology and digital transformation, providing convenience for test takers while enabling swift, accurate, and objective management, statistics, synthesis, and result evaluation.

Thoroughly grasping Directive No.07-CT/TW of the Politburo on “Promoting studying and following Hồ Chí Minh’s thought, ethics, method, and style in the new development period” across the province.

Recently, various levels from central to local authorities have launched numerous contests on Party resolutions, attracting wide participation from cadres, civil servants, and public employees. Examples include the contest on learning Party resolutions, laws on public service ethics, and cultural conduct in the digital environment for cadres, civil servants, and public employees of Điện Biên province in 2026, as well as the online contest on learning the Resolution of the 14th National Party Congress, the Resolution of the 1st Congress of the Party Organization of the Việt Nam Fatherland Front and Central Mass Organizations, and the Resolution of the 14th Congress of the Việt Nam Trade Union for the 2026-2031 tenure.

Practical experience shows that transitioning resolution study from one-way dissemination to digital interactive platforms provides an effective access channel.

In the context of digital transformation, reforming methods of studying resolutions is an appropriate direction. Technology brings resolution contents closer to cadres, party members, and the people; contests provide motivation for proactive study; and grassroots political activities serve as forums where knowledge continues to be discussed and applied. This combination helps translate resolutions from awareness into action, quickly bringing them into daily life.
