Standing Board of Điện Biên provincial Party Committee works with Supervisory Team of Central Inspection Commission

ĐBP - On the morning of June 1, the Standing Board of the provincial Party Committee had a working session with the regular Supervisory Team of Area II Department of the Central Inspection Commission regarding the results of regular supervision of inter-level primary and secondary boarding schools in border communes in Điện Biên province.

Working with the supervisory delegation was Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Lê Văn Lương, comrades in the Standing Board of the provincial Party Committee, leaders of the provincial People’s Committee, and provincial departments, boards, and sectors.

At the working session, leaders of the provincial People’s Committee presented a supervisory report on the implementation of Notice No.81-TB/TW, dated July 18, 2025, of the Politburo regarding the investment policy to build schools for border communes. Accordingly, implementing Notice No.81-TB/TW of the Politburo, the Standing Board of the provincial Party Committee of Điện Biên has focused on leading and directing the synchronous implementation of inter-level school projects in border communes. The provincial People’s Committee assigned specific tasks to investors, mobilizing the involvement of departments, sectors, and localities in site clearance, land fund allocation, and construction organization. Provincial leaders regularly conduct field inspections, remove difficulties, and urge units to accelerate progress, ensuring the effective implementation of the border education development policy.

Up to now, the entire province has commenced construction on 15 inter-level boarding schools in border communes. The total investment exceeds VND 3,500 billion. By the time of reporting, 1 out of 10 projects commenced in 2025 has been completed, accepted, handed over, and put into use; 9 out of 10 projects are under construction, with the implemented volume reaching 70% to 85%. Regarding the 5 projects commenced in 2026, by the time of reporting, the provincial People’s Committee had approved all 5 projects. Currently, the investors are preparing construction drawing design documents, cadastral records, and carrying out compensation and site clearance. The cumulative disbursement of the 15 projects by the end of May 31 reached 43.53% of the total capital plan. According to the plan, the 9 projects commenced in 2025 currently under construction are expected to be completed, handed over, and put into use before August 30, 2026; the 5 projects commenced in 2026 are expected to be completed before August 30, 2027.

Along with accelerating progress, the projects are strictly controlled in terms of quality, labor safety, and environmental protection. The supervision of construction and acceptance of each item are carried out in accordance with regulations. Contractors proactively implement safe construction plans and synchronously execute measures to minimize environmental pollution. Inspection and supervision work is implemented synchronously from the provincial to the grassroots level. The Standing Board of the provincial Party Committee, the provincial People’s Committee, and functional agencies regularly inspect the site, urge progress, control quality, and promptly remove difficulties and obstacles. The provincial Party Committee’s Inspection Commission maintains regular supervision and directly inspects the projects, contributing to ensuring the works are implemented according to regulations and on schedule. Concurrently, the province proactively prepares school operation conditions such as enrollment, arrangement of officials, teachers, and staff, and develops plans for managing and exploiting facilities, ready to put the schools into operation immediately after completion.

At the working session, the Supervisory Team requested relevant departments, sectors, and units to clarify difficulties and obstacles during the project implementation and the preparation for school operation post-investment. At the same time, it evaluated the inspection and supervision work to ensure the quality of inter-level boarding school projects in border communes. The Supervisory Team also required specialized departments and sectors to proactively advise the provincial People’s Committee on establishing and consolidating the organizational apparatus at the schools; building an enrollment plan for the 2026 - 2027 school year; and ensuring the management, care, and protection of students. It emphasized preparing adequate equipment, medical supplies, and necessary conditions for the schools to operate stably and effectively right after being put into use.

Exchanging with the Supervisory Team, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Lê Văn Lương affirmed that Điện Biên province will seriously absorb all opinions and recommendations of the Supervisory Team. Simultaneously, he will direct departments, sectors, localities, and investors to focus on effectively implementing assigned tasks. The province will continue to provide drastic leadership and direction, mobilize maximum resources, promptly remove difficulties and obstacles, and strive to complete the projects on schedule.

Unifying the contents of the working session, Nguyễn Thanh Sơn, Head of the Supervisory Team, requested Điện Biên province to continue promoting the spirit of responsibility, focusing on directing the acceleration of construction progress, and determining to complete the 9 schools commenced in 2025 before August 30, 2026. Along with that, it is necessary to strengthen inspection and supervision to ensure construction quality; proactively prepare adequate conditions regarding the organizational apparatus, contingent of officials and teachers, and facilities so that the schools can soon go into effective operation after completion.
