Standing Board of Điện Biên provincial Party Committee works with provincial construction sector

ĐBP - On the morning of July 28, the Standing Board of the Điện Biên provincial Party Committee held a working session with the provincial construction sector.

Co-chairing the session were Trần Tiến Dũng, Member of the Party Central Committee, Secretary of the provincial Party Committee, and Head of the provincial National Assembly Deputy Delegation; Lê Thành Đô, Permanent Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council; and Lê Văn Lương, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee.

Delivering directing remarks, provincial Party Secretary Trần Tiến Dũng emphasized that construction serves as a pioneering sector, generating momentum to boost the province’s socio-economic growth and development. Therefore, the construction sector must uphold an active, innovative spirit and a determination to make breakthroughs to fully accomplish all set goals and tasks for 2026.

The provincial Party Secretary requested the construction sector to frankly acknowledge existing shortcomings and limitations, analyze causes clearly, and devise core solutions for the remaining months of the year to guarantee the fulfillment of sector targets. Among these, it is essential to focus on elevating the efficiency of leadership and direction while mobilizing the entire political system to accelerate construction investment projects across the area. The sector must proactively manage prices, guarantee construction material supplies for key projects during the 2026-2030 period, and strengthen quality management over works, planning, urban development, and construction order.

At the conference, leaders of the Department of Construction reported on performance results for the first six months of the year and deployed directions and tasks for the remaining months of 2026.

During the conference, delegates focused on analyzing difficulties and obstacles in task execution while proposing solutions to raise management and operational efficiency for the construction sector during the final months of the year.

Delegates recommended that the Department of Construction strengthen management of construction material prices and ensure material supplies for key works and projects. The department should continue reviewing, cutting, and simplifying administrative procedures, standardizing dossier reception and resolution workflows, and effectively implementing decentralization, authorization, and delegation of authority in handling administrative procedures - creating favorable conditions for citizens, enterprises, and investors.

Additionally, delegates suggested accelerating the drafting, adjustment, and management of planning - especially transport planning - to open development headroom and enhance infrastructure connectivity. They proposed publishing instruction manuals for construction investment and establishing preliminary dossier support processes prior to official reception, contributing to an improved investment and business environment.

Furthermore, delegates emphasized strengthening coordination between the Department of Construction and provincial departments, sectors, and localities in directing growth targets for the second half of the year; assisting communes and project owners in completing detailed planning and overall site planning, particularly for processing plant projects; enhancing statistics and cost management for consultancy fees in public investment and non-budget projects; and building concrete growth scenarios for each field to ensure the completion of set targets and plans.

Provincial Party Secretary Trần Tiến Dũng acknowledged the results achieved by the Department of Construction in the first six months of 2026 and requested that in the remaining months, the department concentrate on effectively deploying Resolution No.20-NQ/TU of the Executive Board of the provincial Party Committee on developing infrastructure systems linked with modern, green, and smart urban development for the 2026-2030 period, with a vision toward 2035. The sector must strongly innovate development mindsets toward service-oriented governance, upholding a spirit of daring to think, daring to do, and daring to take responsibility; accelerate innovation, digital transformation, and administrative reform; shorten procedure processing times; and offer maximum convenience to citizens and enterprises.

The provincial Party Secretary required the Department of Construction to urgently materialize growth scenarios for the final six months with specific plans, roadmaps, and tasks assigned to each specialized unit. The department must intensify price management for construction materials, labor, and machinery shifts, while proactively supplementing material supplies for key provincial works and projects.

Regarding the nine multi-level school projects commenced in 2025, the Department of Construction must coordinate closely with project owners, offering timely advice to the provincial Party Committee and provincial People’s Committee to resolve difficulties and mobilize all resources to complete and put the works into use before August 30 - meeting operational requirements for the new 2026-2027 school year. The sector needs to create clear transformations in housing development, particularly commercial housing, rental housing, and social housing; accelerate social housing project progress; speed up the drafting, adjustment, and deployment of planning; and elevate appraisal quality and construction quality management.

For the Sơn La - Điện Biên - Tây Trang Border Gate Expressway project, the provincial Party Secretary emphasized that the Department of Construction holds a vital role in advisory work and execution. Therefore, the sector must proactively study and update new mechanisms, policies, and regulations; strengthen coordination with departments, sectors, and localities to accelerate procedure completion; and create favorable conditions for early project launch. At the same time, the sector should effectively leverage potential and advantages in logistics, contributing to regional linkages and generating economic growth momentum for the province.
