Rather than letting goals and targets remain solely within the documents, local party committees and authorities have promptly concretized resolutions into practical action programs tailored to realistic conditions.
At the Party Committee of Mường Lay ward, immediately after the congress, the ward’s executive committee formulated a plan to execute the resolution, identifying core tasks. Based on practical conditions, the ward focused on translating the resolution into fields closely tied to the people’s lives, with a particular emphasis on breakthroughs in tourism, services, and trade combined with digital transformation. This was identified as a development direction aligned with the ward’s potential and advantages, encouraging residents to participate in community-based tourism, service, and trade models. Attention is also paid to developing urban infrastructure and upgrading the urban landscape toward a civilized and modern direction, with the determination to build a civilized, modern Mường Lay ward that remains deeply imbued with national cultural identity.
Bùi Hải Bình, Secretary of the Mường Lay ward Party Committee, stated: “To bring the resolution into life early, the Ward Party Committee has assigned clear responsibilities to each party cell, official, and party member in charge of specific fields and areas. Concurrently, we have stepped up dissemination efforts so that officials, party members, and the public clearly understand the goals and tasks, creating consensus during implementation.”
The ward Party Committee defined the motto for implementing the resolution as “clear people, clear tasks, clear time, clear results,” linking implementation with periodic inspections, supervision, and evaluations. Issues of public concern or grievance are focused on and resolved right at the grassroots level to build consensus and consolidate public trust in the Party and local authorities.
Through concretizing the resolution with practical tasks, various emulation movements have been widely launched. Citizens actively participate in environmental sanitation, building civilized urban areas, and developing household economies. Leveraging beautiful natural landscapes, unique cultural identities, and available potential, many households in Mường Lay have proactively renovated their houses, built homestays, and expanded experiential services tied to daily life, step-by-step shaping tourism products with bold local identities.
Up to now, Mường Lay ward has 10 households developing homestay models. Beside dining and accommodation services, locals organize many attractive experiential activities such as boating on the lake, fishing, preparing traditional dishes, and visiting historical relics and craft villages. Thanks to this, an increasing number of tourists are attracted to stay, visit, and experience Mường Lay. Since the beginning of the year, the locality has welcomed about 76,000 domestic and international arrivals.
The spirit of bringing the Party’s resolutions into daily life is being vigorously deployed in many localities across the province through flexible and creative approaches.
In Búng Lao commune, the local Party Committee has clearly identified breakthrough tasks to create development momentum for the 2025 - 2030 term. According to Lò Văn Sáng, Permanent Deputy Secretary of the commune Party Committee, the locality focuses on agricultural restructuring associated with building new-style rural areas; prioritizes investment in constructing the commune center toward an inter-regional urban area along National Highway 279; and simultaneously steps up digital transformation, investment attraction, and the development of trade and services. These orientations match the local practical conditions, opening up new development space for Búng Lao in the future.
The Búng Lao commune Party Committee identifies sustainable agricultural development as a core task of the new term, in which coffee is determined to be the main crop. Currently, the entire commune has nearly 770 hectares of coffee, of which more than 450 hectares have yielded stable harvests. Building on this foundation, the locality aims to expand the coffee area to over 2,000 hectares by 2030, aiming to form concentrated production zones, improve quality, and build the Búng Lao coffee brand. Along with coffee, many inefficient terraced land areas have been converted by residents to plant macadamia, tea, and fruit trees, contributing to increasing production value per unit area.
In Hồng Sọt village, the effectiveness of bringing the resolution into practice is clearly demonstrated through the shift in the people’s production mindset. Moving away from small-scale and fragmented cultivation, the villagers have boldly restructured their crop choices, applied science and technology to production, and step-by-step formed commercial crop zones.
Lò Văn Thơi, Secretary of the Hồng Sọt village Party Cell, stated that the village cell issued a thematic resolution on agricultural and forestry development, mobilizing residents to convert inefficient terraced areas to long-term crops. Up to now, Hồng Sọt village has developed over 30 hectares of coffee and nearly 20 hectares of macadamia, opening up a sustainable economic development direction and improving the lives of the villagers.
The reality in many localities across the province shows that immediately after the Party Congresses at all levels, communes and wards quickly concretized goals and tasks into specific action programs and plans. Many breakthrough stages were chosen based on a close grasp of local reality and issues of public concern. These positive movements at the grassroots level show that when the Party’s resolutions are concretized through practical, citizen-centric, and popular actions, they will create a strong ripple effect, inspiring the will to rise and the spirit of solidarity among the people.
