At the Điện Biên provincial Police, the Command Information Center acts as this pulse. All developments regarding local security are received, synthesized, and analyzed continuously.

From initial signals at the grassroots to complex situations across the entire line, data is systematized in real-time. On average, the Center processes dozens of professional data points daily to serve direct command and operations. Fragmented information is connected here; the smallest signs are identified, and potential risks are detected early, enhancing the efficiency of security assurance.

Colonel Bùi Hữu Thơi, Head of the Staff Department of the provincial Police, stated: “The faster and more accurate the information, the more effective the direction. The Center helps connect, analyze, and forecast the situation, thereby advising the Board of Directors to make timely and correctly oriented decisions.”

In the wave of digital transformation, advisory work operates on digital platforms, big data, and modern technology. Currently, 100% of commune-level police in the province are connected to the centralized command and control system. Each year, tens of thousands of data points are collected and processed, becoming a vital resource for strategic forecasting and advice.

Bùi Văn Cường, Captain of the Security Staff Team, shared: “Technology shortens information processing time, enhances the quality of advice, and ensures fast, effective connection between levels. Consequently, security management and monitoring are increasingly comprehensive and accurate; commands are transmitted quickly, and feedback from the grassroots is updated promptly.”

In 2025, the administrative reform index of the Điện Biên provincial Police ranked 19/34 nationwide, an increase of 7 places compared to the previous year. This is a clear testament to the effectiveness of innovation and technological application in advisory work.

Behind the operational system is the Cipher Force, the “silent soldiers” who ensure absolute information security. Each year, the cipher force safely processes over 7,000 encrypted telegrams and directive documents without a single error or leak. Every signal sent is precise, timely, and absolutely secret. In a complex border terrain, the role of the cipher force becomes even more critical, ensuring seamless and continuous information flow for command and control.

“We always ensure that directive information is transmitted quickly, accurately, and safely in all situations,” said Vũ Ngọc Hùng, an officer at the Encryption Center of the provincial Police.

Behind every major case is a quiet process of advice. Over the years, the advisory force has directly and effectively served hundreds of large-scale cases. While the direct combat forces are the “spearhead,” the advisory force defines the “strategic stance.” Particularly in drug-related cases, every plan is the result of meticulous analysis of the terrain, routes, subjects, and methods of operation. A single accurate assessment can determine the success of an entire operation.

Bùi Hữu Thơi shared: “The assessments and forecasts of the staff force help identify the correct direction for investigations, shortening time and increasing the efficiency of the fight against crime.”

Alongside crime prevention advice, the staff force plays a core role in organizing and maintaining the “All People Protect National Security” movement. Given the specific ethnic and religious characteristics of border and remote areas, the advisory force has proactively proposed grassroots-level solutions, consolidating hundreds of self-management models and leveraging the roles of village elders and reputable individuals. This creates a tight bond between the police and the people in preventing and fighting crime.

The province currently maintains over 3,500 effective models in this movement. Through these, residents provide nearly 200 security-related pieces of information to authorities annually, contributing to the prevention of crimes and social evils.

There are no gunshots or dramatic chases; behind the peace are sleepless nights and advisory reports perfected to the smallest detail. It is a silent and persistent journey. On the land of Điện Biên, this flow continues as the advisory force stays one step ahead, maintaining peace from early on and from afar, before risks even begin to take shape.
